General Statement of Duties
Under general supervision, this employee inspects new and existing commercial and residential buildings/properties for compliance with codes and regulations on safety, land use, sanitation, property maintenance, trash, dumping, weeds, and zoning codes. Inspects the construction of new residential and commercial buildings and all permitted work for compliance with approved plans and specifications and applicable code and continues to perform the work of preceding Building Inspector level in assigned area. Performs related duties as required.
Minimum Qualifications (KSAs)
(Illustrative only. Any one position may not require all the listed KSAs nor do the listed examples include all the KSAs which may be required.)
Knowledge of:
New and old building construction methods, materials, and techniques sufficient to observe or inspect and determine if the project is compliant with appropriate codes and approved plans.
The procedures for vacating a rental unit, and the process for relocating tenants.
Proper Police procedures when dealing with the public.
Enforcement and legal requirements for obtaining compliance with the code from notification and posting to preparation for and testifying in court.
The Cincinnati Ohio Building Code and other related codes such as the Ohio Building Code, the Ohio Residential Code, the International Code Council's "IBC", and related referenced standards sufficient to be able to locate applicable section when questions arise.
Enforcement and legal requirements for obtaining compliance with the code from notification and posting to preparation for and testifying in court.
Basic engineering principles and basic physics as they pertain to the structural integrity of buildings, foundations, retaining walls, structures of earthwork, and soil characteristics. sufficient to recognize violations of the building code(s) during inspection. Knowledge of Safety Policies and Procedures and applicable agency requirements.
Knowledge of applicable Building Codes and Standards to locate applicable sections when questions arise and to keep abreast of the latest technologies in materials, devices, and equipment.
The procedures utilized during the entire administrative, inspection, and enforcement processes of either new construction or remodeling from pre-construction and plan approval to the issuing of a Certificate of Use and Occupancy.
Basic arithmetic and geometry to complete various reports, to determine landmarks, to compute building and construction dimensions.
The definition of building types and occupancy classifications.
The English language such as spelling, vocabulary, grammar, sentence, and paragraph construction.
Proper telephone etiquette and the appropriate ways to deal with the public over the telephone.
Computer use and data entry related to inspection and enforcement activity.
The codes, rules, regulations, policies, and procedures pertaining to the wrecking and demolition of buildings.
The divisional and departmental daily, weekly, monthly, or other periodic reporting procedures. The Cincinnati Ohio Building Code and other related codes such as the Ohio Building Code, the Ohio.
Residential Code, the International Code Council's "IBC", and related referenced standards sufficient to be able to locate applicable section when questions arise.
Working knowledge of current safety policies, instructions for proper usage, and other procedures and professional practices required for completing job duties.
Skill to:
Drive a car.
Read maps and use mapping software.
Operate a computer utilizing the appropriate software related to assigned area of responsibility.
Effective communications, customer service, and presentation skills.
Ability to:
Observe and recognize conditions in building construction or alterations where there is a difference between what is being built and the approved plans and specifications.
Recognize code violations of unsafe conditions for existing residential and commercial properties.
Interpret building plans ranging from a simple sketch, a two-page rendering of a one floor project, to a complex many page rendering of a new high-rise project.
Interpret technical engineering test results on various building components such as soil tests, slump tests on concrete, or stress and strength tests.
Communicate to occupants, landlords, and contractors why it is necessary to comply with the code, and to convince them that they must comply.
Cooperate and exchange information with coworkers and representatives from other sections, divisions, departments, other jurisdictions, and community groups.
Read, understand, and interpret to others factual and technical written material such as procedural manuals, building codes, and trade publications.
Deal with difficult people in stressful situations, the ability to come to an agreement on a resolution and the ability to explain the benefit of all concerned to comply.
Issue notifications of violations, citations, summons, and warrants to obtain code compliance with owners and contractors.
Work without direct supervision in the field and provide sound judgment to identify violations.
Provide timely and professional customer service.
Testify effectively in court/administrative hearings and provide convincing evidence of violations.
Use a computer to keep records, find information within and outside of City system about permits, owners, and contractors, as well as for required research into *approved construction product installation methods.
Perform inspections of new and existing HVAC equipment such as boilers, furnaces, air conditioners, cooling towers, exhaust system, laundry dryers, fireplaces, fans, and vents.
Attend and make presentations before civic groups.
Read and interpret technical building construction data such as engineering test reports or manufacturer's pamphlets.
Examples of Work Performed
Performs duties of the lower-level classifications within the Building Inspector Series.
Inspects the exterior and interior of existing residential, single, or multiple occupancy and commercial buildings and accessory properties to determine whether code violations exist or to determine if they are decent, safe, and sanitary; if necessary, issues orders
Communicates with tenants, landlords, builders, architects, lawyers, and others about the status of a building or the maintenance under way to explain violations and corrective action to exchange or clarify information; to encourage compliance with the code; to interpret and explain the code; or any other related matter
Inspects and directs the testing of fire suppression (sprinklers), fire alarm, automatic smoke detection and removal systems, and other life safety systems to ensure the equipment is in compliance with the code and that it operates as it is designed to.
Ensures that all required permits are obtained including plumbing, electrical, elevator, fire suppression, fire alarm, hood suppression, signs, excavation, and any other permits required on a project.
Coordinates other inspection approvals for projects, including plumbing, electric, elevator, as well as CWW, MSD, and DOTE
May be called out for reaction to emergency situations as required.
Inspects existing residential permitted construction and HVAC for compliance to approved plans and specifications and applicable codes
Investigates complaints of fumes and carbon monoxide caused by defective or unvented gas fired HVAC equipment.

OTHER REQUIREMENTS:

MILITARY EDUCATION AND EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division of baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council of Education (ACE) Military Guide recommendations.

Healthcare Flex Spending Account
City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.
Dependent Care Flex Spending Account
City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.
Transportation Expense Reimbursement Account
City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.
Healthy Lifestyles Program
City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.
Integrated Health Reimbursement Arrangement (HRA)
This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.
Retirement Plan
The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.
Deferred Compensation
As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
