Duties
Reporting to the Director, performs duties associated with Career and Technical Education in middle and secondary school, the Illinois Learning Standards, state and federal grant/contract programming, monitoring of programs and reviews of programs of study, and grant management. The area of focus will be human and public services and family and consumer sciences.
DUTIES AND RESPONSIBILITIES:
* Works collaboratively within department and cross-functionally to develop, implement, manage, and monitor state and federal grant programs.
* Reviews grantee budgets for programmatic and fiscal compliance.
* Provides leadership, expertise, and support within the department, cross departmental, and externally in support of middle and secondary school transformation.
* Provides leadership, expertise, and support within ISBE and other educational agencies as it pertains to creation, establishment, and review of materials/resources and instructional support services within CTE, the Illinois Learning Standards, and competency based education.
* Advocates for equity in programming which supports all students.
* Provides leadership to plan, develop, monitor and implement quality instructional programs in CTE with alignment to the Illinois Learning Standards and industry and technical skill standards.
* Supports education for employment CTE system regions and school districts.
* Provide state level support in the human and public services area and family and consumer sciences.
* Facilitates data collection, compilation, and analysis for reporting and provides assistance implementing data driven strategic planning and continuous improvement plans/models which improve outcomes for students.
* Coordinates the monitoring of CTE, program of study approvals.
* Participates in agency and external group affiliates as directed in order to create, maintain, and build partnerships/relationships, and to disseminate agency information.
* Creates, prepares, and participates in professional development, workshops, conferences, and committees as it pertains to the State Plan and Agency mission, vision, goals.
* Communicates effectively and speaks accurately on behalf of the State Board of Education.
* Collaboratively reviews policies, procedures, rules, and legislation to ensure program compliance and improve overall effectiveness of programming in order to improve outcomes for students.
* Participates in agency training and professional development activities to improve support to stakeholders.
* Develops Requests for Proposals (RFPs) and grant applications and ensures compliance with state and federal rules and regulations and fiscal and programmatic practices.
* Administers grants and contracts.
* Assists in conducting research in the field of CTE.
* Reviews reports to meet evaluative, compliance and contractual requirements.
* Performs other duties as assigned.
Qualifications
REQUIRED QUALIFICATIONS:
* Master's degree in Education or any of the CTE areas: Manufacturing, Engineering, Technology and Trades (METT); Agriculture, Food and Natural Resources (AFNR); Health Sciences; Computer Science/Information Technology; Human and Public Services/Education; Arts and Communication; Business, Finance, or Marketing, or, a Bachelor's degree in any of the CTE areas plus two years of professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
* Two years of teaching experience in a CTE related field and/or administrative experience at the k-12 level, community college level, higher education level, adult programs or state level.
* Ability to work effectively in teams.
* Knowledge of CTE and/or career development.
* Excellent verbal and written communication skills.
* Ability to use Microsoft Office.
* Ability to effectively provide professional development.
* Ability to set and meet timelines.
* Travel is required.
PREFERRED QUALIFICATIONS:
* Illinois educator license or a CTE license with stipulations.
* Experience in the human and public service area and family and consumer sciences.
* CTE experience at secondary level.
* Project management skills.
Salary/Benefits
UNION: IFSOE DEPARTMENT: CTE ANTICIPATED STARTING SALARY RANGE: $60,047 - $75,881 FULL SALARY RANGE: $60,047 - $102,191 OFFICE HOURS: Monday - Friday 8:00 a.m. - 5:00 p.m.
