The Fire Department, City of New York (FDNY), seeks a full-time Fire Code Counsel/Executive Director of Code Development Unit (CDU) in the Bureau of Legal Affairs. Reporting directly to the Deputy Commissioner of Legal Affairs, with wide latitude for the exercise of independent judgment and legal activity, the position will lead and manage CDU, a multidisciplinary team responsible for the development, implementation, and interpretation of the Fire Code and Fire Department Rules. The successful candidate will provide Fire Code interpretation, subject matter expertise, and legal counsel to senior department leadership and other internal and external stakeholders; oversee Fire Code revision in accordance with Local Law 26 of 2008 and otherwise lead the development and implementation of the New York City Fire Code, Fire Department rules and other laws, rules and regulations enforced by the Fire Department; and develop and maintain collaborative relationships with internal and external stakeholders within and outside the chain of command to facilitate the foregoing responsibilities in furtherance of the Department's mission. Additional responsibilities include regular and frequent consultation and coordination with Bureau of Fire Prevention leadership to develop and implement the Fire Code and rules; and annual preparation of the agency's regulatory agenda in accordance with the Citywide Administrative Procedures Act. Minimum Qualifications Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work. Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment. Preferred Skills 1. Excellent knowledge of the New York City Fire Code and New York City Construction Codes, and familiarity with national codes and industry standards. 2. Excellent organizational and problem-solving skills. 3. Excellent research and writing skills. 4. Excellent Microsoft Word and document management skills. 5. Excellent interpersonal skills and ability to manage a multidisciplinary team. 6. Experience leading groups of subject matter experts in a collaborative environment to achieve desired outcomes. 7. Demonstrable sense of responsibility to self and others with a shared mission within a para-military organization. 8. Proficiency in Excel and on-line conferencing applications (Microsoft Teams, etc.) 9. Prior experience working for a government agency.
