The position is for the 2024-2025 school year. Posting until filled Department: District Administration Position Title: Chief Financial Officer (CFO) Job Classification: Classified, 12-month salaried Reports to: Superintendent Pay Scale: Classified Salary Scale & Administrative Supplement - Salary Range: $81,788 to $117,631 Qualifications: Bachelor's degree or higher in accounting or related field required. Certified Public Accountant credentials preferred. Three or more years of successful experience in accounting and supervisory experience are required. Knowledge of Georgia QBE and other services of education funding is preferred. Summary: The job of Chief Financial Officer is done for the purpose/s of managing the overall delivery of financial services; developing and administering the district budget; developing long-term capital financing methods; preparing and presenting financial matters to district stakeholders; implementing and maintaining services in compliance with established guidelines; and serving as an integral member of the leadership team. Essential Duties And Responsibilities: Performs other related duties, as assigned, to ensure the efficient and effective functioning of the work unit. Financial Operations Prepare annual financial statements for governmental funds, capital project funds, debt service funds, and fiduciary funds according to Generally Accepted Accounting Principles and Governmental Accounting Standards Board. Provide the Superintendent with monthly financial updates for presentation and discussion at the board meeting. Perform grant accounting work related to federal, state, and local agency funding; including Federal programs, State Grants, GSFIC reimbursements, and Local Grants. Perform month-end and year-end closing procedures. Manage certificates of deposit and other related financial investments. Oversee the management of payroll and clearing accounts (taxes, insurance, retirements, social security, and annuities). Act as an emergency backup for the preparation of monthly payroll checks. Prepare an annual CS-1 report of salaries and travel. Budgeting Prepare the annual budget including all operating and personnel spreadsheets and related supporting documentation. Communicate with the Tax Commissioner and Tax Assessor regarding Ad Valorem taxes and other tax revenue matters. Compile information from the County Assessor's office in determination of the district's annual mileage rate. Prepare 5 Year History of Tax Levy, Budget Advertisement and public notices for advertisement in the legal organ. Oversee requests for funds for State and Federal grants. Monitor and approve the collection and expenditure of funds in compliance with local, State, and Federal requirements. Assist administrators in developing procedures and goals for budget and purchasing. Review and approve financial reports, summaries, and estimates. Assist district administration with FTE and staffing formulas. Invest school system funds to maximize use of tax dollars. Maintain files of original and amended budgets for all programs. Internal Auditing Coordinate financial audits and provide external auditors with requested information and data. Ensure compliance with annual audits and respond to findings of the state auditors, resolving problems as necessary. School-Level Financial Support Prepare forms and manuals for accounting and bookkeeping personnel at the school level. Direct activities of school personnel engaged in recording, compiling and transmitting financial records. Administer financial training and maintain system level accounting records for financial statement reporting. Provide internal auditing services on a quarterly schedule of school activity accounts. Compliance Develop and oversee a system of accounting controls and serve as administrator for GA DOE portal access. Ensure records of personnel transactions such as hires, promotions, transfers, and terminations are maintained and reported by Payroll, including but not limited to approving personnel actions forms. Maintain schedule for required reports for all funds and prepare reports to meet scheduled reporting dates. Research and interpret new and revised accounting policies and regulations to establish and direct new policy implementation. Oversee the proper handling of Worker's Compensation claims. Business Operations Evaluate and document real property and equipment. Record capital asset information for capitalization. Track capitalized asset inventory control records. Maintain the appropriate documentation of capital outlay projects (ESPLOST, GSFIC, State, Federal). Manage revenue and expenditures from Education Special Purpose Local Option Sales Tax. Compose capital outlay expenditure reports on a monthly basis for review by the Board Members. Ensure proper insurance coverage of facilities and assets and manage liability coverage for facility usage.
