Four years of licensed engineering experience, two years of which must have been at the supervisory level or above. 2. Eight years of professional engineering experience, two years of which must have been at the supervisory level or above. SUBSTITUTIONS: A master's degree in engineering will substitute for one year of the required general experience. A Ph.D. in engineering will substitute for two years of the required general experience. Advanced degrees will substitute for a maximum of two years of required general experience. NOTE: Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience. NOTE: Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met. NOTE: Louisiana Professional Engineer licenses are issued by the Louisiana Professional Engineering and Land Surveying Board. Licensing requirements may be viewed at www.lapels.com   NOTE: Any college hours or degree must be from an accredited college or university. FUNCTION OF WORK: To direct a major engineering function for a state agency. LEVEL OF WORK: Administrator. SUPERVISION RECEIVED: Administrative direction from a higher-level engineering administrator or an executive of the agency served. Alternative reporting relationships may be approved by SCS. SUPERVISION EXERCISED: Subordinate staff typically consists of Engineers 7 and lower-level Engineers. Alternative reporting relationships may be approved by SCS. LOCATION OF WORK: May be used by all state agencies. JOB DISTINCTIONS: Differs from Engineer 7 by the presence of responsibility for directing large-scale engineering projects or programs for a state agency. Differs from Engineer 9 by the absence of responsibility for directing a major organizational component for a state agency with an extensive engineering mission requiring staff and resources of sizable magnitude.EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED. To direct an important segment of a very extensive and highly diversified engineering program for a state agency. Directs, supervises, and monitors all planning and engineering programs (construction, maintenance, public works, traffic, and safety) and projects. Directs port improvements, program operations, and operation of marine facilities. Directs engineering program; prepares budget, plans annual work goals, and determines most efficient use of resources. Establishes operating procedures. Serves as liaison between the state agency, government agencies, police juries, and citizens. Promotes cooperation between the state agency, other governmental agencies, and private interests. Reviews major project design and plan-in-hand notes; makes periodic field inspections. Supervises planners, engineers, and department managers. Recommends implementation of major construction programs. Approves engineering designs, plans, and specifications prepared by consultants and in-house designers. Coordinates activities with other governmental entities as necessary. Negotiates and arbitrates critical and controversial issues with top-level engineers and officials of public/private organizations as well as with public officials of local, state and federal governments. Prepares and administers an operating budget to provide for the most efficient use of available funds; determines staffing needs, develops performance indicators and operational plans.
