Under the direction of the Compliance Leadership, the Special Programs Manager II supports the Plan's Compliance Program through the initiation, planning, development, and monitoring of enterprise-wide and department-level implementations in order to ensure timely execution of deliverables and fiscal sustainability. Implementations include but are not limited to those that support the Plan's Compliance Program, strategic goals, regulatory & contractual compliance, and other department initiatives. This position will act as a liaison between several functional departments for related activities to ensure projects and issues are tracked, updated, and reported out frequently as scheduled. This position will provide expertise and knowledge to support management processes for release management, and interdepartmental issue response and resolution management. Issues and projects assigned for this position will generally be medium-to-large complexity / medium-to-high priority. This position will be involved with technology deployments and communications of projects and issue management at the Manager, Director, and Chief levels. Key Responsibilities: 1. Provide research, analytical support, and project management to Compliance Leadership in the areas of issue resolution, implementation of regulatory changes, strategic projects, and configuration and processes that are in the best interest of the Compliance Program and supported business operations. 2. Manage medium-to-large complexity / medium-to-high priority projects and issues inclusive of business, regulatory, or technology deployments (inclusive of project budgets and acquiring resources with agreements from functional areas, 3rd party vendors, and consultants). This responsibility includes but is not limited to: * Acting as a liaison between several functional departments for related activities to ensure projects and issues are tracked, updated, and reported out frequently as scheduled; * Coordinating, preparing, and monitoring assigned projects, documentation, and report outs; * Capturing process efficiencies developed through projects and incorporating LEAN methodologies into project practices; and * Determining resource requirements and procedure resources. 3. Monitor ongoing work plans and initiatives to ensure that interventions are completed to mitigate risks and issues. 4. Support the Vice President of Compliance on special enterprise-wide and department-level projects and initiatives. 5. Assist the Compliance Leadership to work with external vendor(s) if needed in planning and implementing specific initiatives, and to manage the terms of the vendor service agreement. 6. Support the Compliance leadership to operate committees and workgroups, as assigned, to ensure that all follow‐up activities or action items from the meetings are completed in a timely manner. 7. When required, lead or assist with the development of Request for Proposals (RFP) for external products and / or services. 8. Perform any other duties as required ensuring Health Plan and Compliance program operations are successful.   • Education & Experience * Required: Minimum of five (5) years of relevant practical experience and is a strategic thinker with experience in program and project management (PM). Experience in developing plans and has knowledge and application experience of standard Project Management practices. * Bachelor's degree from an accredited institution * PMP, PgMP, CBAP or PMI‐PBA preferred. Key Qualifications * Knowledge in effective implementation of medium-to-large complexity / medium-to-high priority projects, including but not limited to those that are at the enterprise, program or department level, preferably related to healthcare compliance. * Must possess strong knowledge of project management and cross-organization coordination. * Understanding and sensitivity to a multi-cultural environment and community. * Strong interpersonal skills, strong project management skills, and strong issue management skills. * Microcomputer applications: spreadsheet, database, and word processing. * Must have excellent writing, interpersonal communication, and organizational skills. * Must be organized. Ability to establish and maintain effective working relationships. * Ability to build trust with internal and external partners and strong rapport. * Must support a culture of collaboration. * A high degree of patience; attention to detail; ability to work in changing, fast-paced environment. * Strong ability to translate data into meaningful and actionable information.
