A baccalaureate degree plus four years of professional level experience in a correctional or penal institution; in a headquarters office having overall jurisdiction over correctional or penal institutions; or in a Prison Enterprises headquarters office.   2. A baccalaureate degree plus four years of experience in a correctional or penal institution with responsibility for the security, custody, and rehabilitation or classification of offenders in a position at least equivalent in scope of responsibility and/or complexity of work performed to a Corrections Captain in State service. One year of the experience must have been in a position equivalent in scope of responsibility and/or complexity of work performed to a Corrections Major in State service.   3. A baccalaureate degree plus four years of experience in Prison Enterprises with the responsibility for the security, custody, and rehabilitation of offenders in a position at least equivalent in scope of responsibility and/or complexity of work performed to Prison Enterprises Quality Assurance Manager, Prison Enterprises Regional Manager, Prison Enterprises Industries Manager, Prison Enterprises Marketing Manager, Prison Enterprises Agriculture Manager and above. One year of the experience must have been equivalent in scope of responsibility and/or complexity of work performed to Prison Enterprises Assistant Deputy Director.   SUBSTITUTIONS: Additional professional or sub-professional experience in qualifying fields will substitute for the required degree on a year for year basis.   A master's degree will substitute for one year of the required experience listed under any option.   A Ph.D. will substitute for two years of the required experience listed under any option.   Advanced degrees will substitute for a maximum of two years of the required experience.   NOTE: Any college hours or degree must be from an accredited college or university.   NECESSARY SPECIAL REQUIREMENT: An applicant who has been convicted of a misdemeanor crime of domestic violence or a felony, or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by State and Federal laws is granted.   In accordance with the Prison Rape Elimination Act (PREA) (Part 115:17) of Title 28 of the Code of Federal Regulations an applicant who has been found to have engaged in any form of sexual abuse; engaged in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable or refused will be disqualified. FUNCTION OF WORK: To administer the medical and treatment, administrative or security program at Louisiana State Penitentiary, to administer the security program at the Elayn Hunt Correctional Center, or to administer the treatment program at David Wade Correctional Center.   LEVEL OF WORK: Administrator.   SUPERVISION RECEIVED: Administrative direction from the Corrections Deputy Warden.   SUPERVISION EXERCISED: Direct line over lower level staff.   LOCATION OF WORK: Department of Public Safety and Corrections, Corrections Services, Office of Adult Services.   JOB DISTINCTIONS: Differs from Corrections Assistant Warden 3 by presence of responsibility for all security, administrative or medical and treatment operations.   Differs from Corrections Deputy Warden 4 or 5 by the absence of responsibility for administering a total Corrections program. EXAMPLES OF WORK: EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.   SECURITY PROGRAM Evaluates facility needs and maintains a security staff for the entire facility.   Reviews problems with assistant wardens on a daily basis.   Evaluates current policies, procedures, and programs for improvement or alteration to meet the changing needs in assigned areas.   Reviews serious and unusual occurrence reports.   Reviews written complaints from offenders.   Prepares and submits reports on crimes committed inside the facility. Works with officials of local, state and federal units of law enforcement regarding criminal activity that occurs within the facility.   Assists in budget preparation and justification of needs of program areas.   Supervises inmate disciplinary functions.   MEDICAL/TREATMENT PROGRAM Evaluates facility needs and maintains medical and treatment staff.   Evaluates Emergency Medical Services for offenders, staff, and staff living on facility grounds.   Provides medical and emergency coverage to offenders, staff, and guests for all public events conducted on LSP grounds.   Works daily with a team of medical professionals to solve problems.   Ensures staff maintains current licenses and credentials.   Evaluates Quality Assurance/Quality Improvement for medical and treatment services.    Prepares strategic plan for LSP or DWCC Treatment Center and evaluates current policies, procedures, and programs for improvement or alteration to meet changing needs in assigned areas.   Ensures offenders incarcerated in treatment centers receive delivery of reentry services through the Corrections Organized for Reentry (CORe) program.   Oversees compliance status for American Correctional Association accreditation.    Oversees certification processes for LSP's Clinical Laboratory Improvement Act, operation of an advanced life support unit services, and the Hospice Program.   Serves as medical and treatment services contract monitor.   Reviews serious and unusual occurrence reports and initiates corrective measures where applicable.   Reviews written complaints from offenders.    Prepares responses for medical and treatment Administrative Remedy Procedures.   ADMINISTRATIVE PROGRAM   Evaluates facility needs and maintains administrative services.   Prepares facility budget and justification of needs of all program areas.   Prepares strategic plan for all administrative services and evaluates current policies, procedures and programs for improvement or alteration to meet changing needs.   Evaluates quality assurance/quality improvement for administrative services. Oversees compliance status with the Department of Health and Hospitals, State Fire Marshal Office, Office Of Risk Management, Department of Environmental Quality, Louisiana State University Fire Fighter's Program, National Fire Protection Agency, Property Insurance Association of Louisiana and Division of Administration.   Ensures maintenance of all licenses and/or permits required by federal and state government regulatory agencies.   Serves as facility's non-health related contract monitor, interfacing with private contract providers.   Reviews serious and unusual occurrence reports and initiates corrective measures where applicable.   Reviews written complaints from offenders.   Prepares responses for offender banking, safety, and food services Administrative Remedy Procedures.
