Help Duties * Serves as an authoritative source and principal advisor to the Division Chief, Compliance Team Leader, Human Resource Service Providers, and senior-level managers on agency-wide program accountability, oversight, and evaluation activities. * Implements compliance audits to ensure personnel actions and programs adhere to Merit System Principles and applicable laws, rules, and regulations that govern the Civil Service workforce. * Performs assessment and compliance activities' in an effort to improve efficiency and effectiveness of Human Resource programs/operations within the Department of State. * Evaluates the effectiveness of Departmental HR programs (i.e., recruitment, staffing, performance management, awards, and training, etc.) through a comprehensive evaluation system. * Develops and participates in the revision of evaluation standards, program guides, work measurement devices, performance standard etc.; reviews impact of changes and new issuances of policies. (e.g., 5 CFR, delegated examining authorities, GPPA). * Experience applying research, fact-finding, and analysis techniques to advise management officials on correcting or enhancing HRM activities to yield more efficient program results and adhere to compliance requirements. * Experience presenting ideas clearly, both orally and in writing, to develop detailed written reports on an organizations' HRM functions (e.g., talent management (staffing and recruitment), performance management, employee development and knowledge management, and HR service delivery).
