The Assistant Superintendent for Human Resources is responsible for directing, supervising and managing all activities in the Office of Human Resources for both certificated and classified personnel; to serve as the District's chief negotiator in all employee relations; and to have major responsibility for District labor contract management. MAJOR DUTIES AND RESPONSIBILITIES * Direct and supervise the recruitment, selection, assignment and evaluation of certificated and classified personnel. * Process requests for transfer, promotion, leaves of absence, sick leave, termination or retirement, and provide credential counseling and service. * Serve as the District Grievance Officer, and be responsible for the processing and, where appropriate, adjudicating of grievances. * Assist all management personnel in matters pertaining to contract management. * Assume full responsibility for employee-employer relations, and act as chief negotiator for the Board. * Develop long-term staffing goals and recommend to the Superintendent anticipated enrollment and staffing for succeeding years. * Propose, revise and keep current personnel policies. Coordinate the development and maintenance of all District policies. * Prepare and supervise the Office of Human Resources budget. * Conduct appropriate research studies in personnel matters, and be responsible for completing State and Federal surveys. * Maintain an intimate knowledge of all laws, rules, and regulations pertaining to personnel and employee relations, and keep the Superintendent informed of any significant changes. * Serve as the District Affirmative Action Officer, and carry out all responsibilities as indicated in the affirmative action plan. * Maintain accurate and current seniority lists for both certificated and classified staff. * Coordinate the development and/or revision of personnel appraisal procedures for certificated and classified employees. * Assist the Superintendent and administrator in planning and implementing staff development programs for certificated and classified employees. * Perform other related duties as may be assigned by the Superintendent. SUPERVISION EXERCISED OR RECEIVED The Assistant Superintendent - Human Resources is directly responsible to the Superintendent of Schools. He/She is responsible for supervising the staff assigned to the Office of Human Resources. MINIMUM QUALIFICATIONS a. Possession of a valid appropriate administrative California credential. b. Master's degree in administration or a closely related field. c. Minimum of three (3) years of teaching experience. d. At least five (5) years of administrative experience at the site level or district level. e. Demonstrated successful administrative experience in increasingly responsible roles. f. Recent employee-employer relations experience, including bargaining table experience. g. Must be able to effectively communicate both orally and in writing.
