Description Under the limited supervision of the Police Captain or designee, serves as a uniformed law enforcement shift supervisor responsible for overseeing and coordinating the daily activities of police personnel in accordance with established procedures and applicable federal, state and local laws, Federal Aviation Administration (FAA) regulations, Transportation and Security Administration (TSA) regulations and airport rules and regulations. Must be able to provide leadership and exercise independent judgement. Examples of Duties * Performs any duties expected of a subordinate member of the Airport Police Department. * Supervises and assigns duties to officers assigned to their shift. * Reviews reports and citations for accuracy and legal statute compliance. If accurate, approves and oversees distribution to proper agencies and/or personnel. * Inspects equipment and the appearance of subordinate personnel. * Trains and develops subordinates by providing leadership, assisting in deciphering complicated incidents, discussing administrative issues, mentoring for future career advancement, and briefing on changes in laws, regulations, and procedures. * Responds to major accidents, crimes, or fire scenes as Office in Charge (OIC). Exercises command responsibility until relieved by higher command as required by circumstances and determines appropriate law enforcement or other emergency responses. * Provides primary police response in the event of an aircraft emergency or security check point alarm, or any crime in progress. * Enforces established safety and security practices, polices, and procedures as mandated by the Airport Authority and FAA or TSA. * Patrol the Airport terminal and Airport premises and enforce law and order by ensuring individuals abide by the security related state, local, federal laws, FAA and TSA regulations, and Airport rules and regulations. * Provides information and assistance to tenants and the public, in accordance with Airport rules and regulations. * Participates in presentation of department training programs, crime prevention techniques and cross training. * On a as needed basis may act in the capacity of a Field Training Officer. * Assist TSA, Customs and Border Protection (CBP), or other law enforcement agencies when requested. * Performs other related work as required. Minimum Qualifications * High School diploma or GED * Four years of law enforcement experience, one of which must be as a police officer at Melbourne International Airport Police Department or five years of law enforcement experience, two of which must be in a supervisory capacity (Field Training Officer, Corporal, Sergeant or above). * College or university degree from a regionally accredited college or university preferred. * Prior experience in airport policing preferred. Licenses, Certifications or Registrations: * Valid State of Florida Law Enforcement Officer Certification or must be operating under Florida Department of Law Enforcement (FDLE) Temporary Employment Authorization. * Valid State of Florida Driver's License with a safe driving record and must maintain a valid driver's license throughout employment. * Ability to pass the mandatory FDLE background and new hire process including a physical abilities test. * CPR and First Aid certified or be able to achieve certification within ninety days of employment. * Required to obtain a TSA Law Enforcement Officer Security Standards Course Certificate and successfully pass a test with a minimum score of 70%. This must be completed through an approved TSA / Melbourne Airport Police Department course. This will be completed as soon as practical after completing probationary status. * FCIC/NCIC certified or be able to achieve certification within thirty days of employment. * Certified field training officer preferred. * Certified FDLE instructor in one or more of the following disciplines: firearms, defensive tactics, first aid, driving, or TASER preferred. Knowledge, Skills and Abilities * Knowledge of Transportation Security Administration Regulations 1540, 1542, 1544 and the Airport Security Program, Airport Rules and Regulations. * Knowledge of emergency medical and first aid practices. * Knowledge of Federal, State, and local criminal, juvenile and traffic laws. * Knowledge of patrol resource allocation theories, methods and procedures. * Knowledge of crime prevention; knowledge of criminal investigation theories, methods and procedures. * Knowledge of FAA FAR 107, 108 and 129; Melbourne International Airport Security * Program; Melbourne International Airport Rules and Regulations; Melbourne City Code; and Federal, State and local government laws. * Knowledge of OSHA safety rules. * Knowledge of driving and working in a fast-paced airfield environment. * Skill in using firearms/weapons and other police equipment. * Ability to speak, read and write fluent English and to understand written and oral directions. * Ability to analyze situations and make logical decisions under stressful situations. * Ability to express ideas clearly and concisely, both orally and in writing. * Ability to interpret program objectives and policies. * Ability to establish and maintain effective working relationships with others. * Ability to apply principles to solve practical problems. * Ability to define problems, establish facts and draw valid conclusions. * Ability to handle sensitive public contacts. * Ability to coordinate effectively with various Airport departments and tenants. * Ability to maintain professional dress and demeanor in accordance with Airport Policy. * Ability to deal tactfully and effectively with citizens in a wide variety of stressful situations. * Ability to observe and report unusual conditions or improper practices. * Ability to act effectively in emergency situations. * Ability to work shifts and hours as required. * Ability to learn two-way radio communication skills utilizing aviation radio procedures and use of phonetic alphabet. * Ability to utilize a typewriter and computer keyboard with a reasonable degree of accuracy. * Ability to conduct oral and written presentations. * Ability to learn, understand and remember normal tasks. * Ability to operate motor vehicles; i.e., automobiles, trucks, vans. * Ability to work in what might be considered a small, enclosed, or partially enclosed area. * Ability to work in areas that may be cool (68 degrees or lower), or warm (75 degrees or hotter), during adverse weather conditions, for periods which may range from ten minutes to ten hours or longer. * Ability to work with/around equipment which may generate static electricity, have or emit chemical odors, may generate a constant noise such as humming, tapping, yelp or wail, ringing. * Ability to run for more than 10 minutes at any one time. * Ability to physically restrain or subdue an individual(s). * Ability to learn simple or complex tasks and remember how to complete tasks without assistance once trained. * Ability to work in high pace environment with noise and constant interruptions. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles. * Pulling: Using upper extremities to exert force to draw, haul or tug objects in a sustained motion. * Pushing: Using upper extremities to press against something with steady force to thrust forward, downward, or outward. * Reaching: Extending hand(s) and arm(s) in any direction. * Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers. * Stooping: Bending body downward and forward by bending spine at the waist.
