Summary A Senior Statistician, directs the Confidential Close Calls Reporting Program (CCCRP) in the Bureau of Transportation Statistics (BTS) & serves as the Director of the Office of Safety Data and Analysis (OSDA), providing management, planning & implementation of the CCCRP, to help understand major safety issues in transportation, identify gaps & inconsistencies in data, develop methodologies to address the gaps and inconsistencies, & provide a body of analysis that can be used to inform policy. Help Duties As a Supervisory Statistician, you will: * Direct the OSDA office in conducting research to identify precursor conditions that affect transportation safety and provides technical guidance in the planning and development of studies, analyses, and cooperative research efforts. Make decisions on work problems presented by subordinate employees and contractors. Supervise and manage a staff of experts and highly trained technical personnel, including statisticians, economists, and experts in various aspects of transportation. Provide administrative and technical supervision necessary for accomplishing the work and establishes guidelines and performance expectations for staff members that are clearly communicated through the formal employee performance management system. * Plan and assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees, and oversees execution of work assigned. Evaluate work performance of subordinates and appraises staff performance; provides advice, counsel, or instruction to employees on both technical and administrative matters; interview and select candidates for positions in the Bureau; and recommend the promotion and/or reassignment of subordinates. Hear and resolve serious complaints from employees; effect minor disciplinary measures and recommends other actions in more serious cases. Identify developmental and training needs of employees, ensure performance standards are developed, and exercise delegated affirmative action and diversity responsibilities. * Participate with the Deputy Director in defining the Bureau's goals and strategic directions, annual work plan, and resource allocations. Together with the Deputy Director sets priorities for the development of statistical products, modeling methods, and analytical reports, develop schedules for carrying out these programs, develop staffing plans for the Confidential Close Calls Reporting Program, prepare budget requests, and set priorities among competing program activities. Ensure that statistical and economic analysis are well integrated into overall plans and programs of the Bureau. * Develop a statistical safety method and research capability for the agency that meets international standards. Participate in establishing goals, criteria, and procedures for maintaining the highest mathematical statistical standards for the agency and provides a high degree of originality, professional judgment, imagination, and resourcefulness to ensure conformance with mathematical specifications. The ideal candidate should be a seasoned, motivated and self-reliant professional who is an experienced leader in the area of statistics as it relates to transportation. Qualifications To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the experience qualifications. To qualify for the GS-15, you must have at least one year of experience equal or equivalent to the GS-14, it must include: * Experience providing management, planning and implementation of a program for safety reporting, close calls, near misses or safety precursors to help understand major safety issues in transportation. * Experience identifying gaps and inconsistencies in data, develop methodologies to address the gaps and inconsistencies, and provide a body of analysis that can be used to inform policy. * Experience leading a team of professionals on a data-driven analytical team by assigning and/or delegating work, reviewing work products, and providing recommendations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Statistical Theory and Models: Applies mathematical statistical theory, measures and models for developing and implementing projects. * Data Fluency: Analyzes and evaluates the quality, accuracy and validity of data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education * Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. or * Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
