Department Information This position is open only to current residents of the state of Colorado. An eligible list established with this recruitment may be used to fill other similar positions within the Colorado Department of Public Safety in the next 12 months. While the full salary range for this position is listed, employees are normally hired towards the lower end of the range. Positions with the Department of Public Safety are hybrid, requiring a minimum of two days in the office. More time onsite may be required depending on business needs and the nature of the position. Description of Job About the Work Unit The mission of the Colorado Division of Fire Prevention and Control (DFPC) is to serve and safeguard the people and protect the property, resources, environment, and quality of life in Colorado. The Division achieves this mission through its five Sections: Administration, Center of Excellence, Fire and Life Safety, Professional Qualifications and Training, and Wildland Fire Management. The Professional Qualifications and Training (PQT) Section of DFPC is responsible for education and training programs for firefighters, hazardous materials responders and emergency responders. The section proctors and scores all certification examinations for the state's firefighters, hazardous materials responders, and emergency medical responders. The section maintains the database of those professionals for the International Fire Service Accreditation Congress (IFSAC) and National Board of Fire Service Professional Qualifications (Pro Board). The section also issues licenses for fireworks display operators and pyrotechnicians. About the Job This position will report to the DFPC PQTS Unit Chief of Training , and is responsible for the coordination of a DFPC-wide training program. Under the direction and approval of the DFPC leadership team, this position is responsible for designing and implementing strategies and processes to maintain internal training needs and requirements for all DFPC employees, including fire suppression, hazardous materials, fire prevention, EMS, wildfire, specialized rescue operations, and other related topics. This position will provide quality assurance and control to ensure internal training needs and requirements are being met. This position will also work to identify, procure and administer an internal records management system to track DFPC personnel's certifications and training, run reports and exposure information. This position must be able to communicate in all formats in a clear, concise, and courteous manner. Key Responsibilities: Coordination and Management of Internal DFPC Training Programs Under the direction of the PQTS Unit Chief of Training, and in consultation with the DFPC Leadership Team, this position will coordinate a Division-wide staff training program based on DFPC goals and employee needs. This position will: * Assess training needs, shortfalls, and priorities of the DFPC staff through analysis, observation, investigation, and consultation. * Plan, develop, recommend, coordinate and facilitate training for all DFPC personnel. * Make recommendations for and assist in implementing training policies. * Work with DFPC leadership/supervisors to determine the training requirements for all DFPC position groups. * Monitor individual training compliance and reports activities to appropriate supervisors. * Monitor and audit internal DFPC Staff training records that are uploaded to any system that the DFPC uses now or in the future.to track certification compliance. * Provide DFPC leadership with recommendations on training/certification tracking programs. * Ensure accuracy of data through records management. Internal Training Under direction of the PQTS Unit Chief of Training, in consultation with the DFPC Leadership Team, this position will: * Design or modify course content; plan programmatic training activities; conduct, coordinate, facilitate, and assist DFPC Sections with internal training and certification processes. * Recommend and develop internal training curricula, and assist in establishing training priorities, recruit and develop instructors or presenters, and evaluate results and effectiveness of training programs and courses. * Routinely work in all types of weather conditions and environments while instructing and assisting with various types of fire and EMS training. This includes, but is not limited to: * Live-fire training; vehicle, ATV/UTV, and other equipment training; working off of ladders and from high levels on roofs; field exercises for wildfire training; and wearing structural, wildland, EMS, and other types of Personal Protective Equipment (PPE). DFPC ASHI Coordinator Under the direction of the PQTS Unit Chief of Training, and in consultation with the DFPC Leadership Team, this position will be responsible for oversight and coordination of the American Safety and Health Institute (ASHI) program within DFPC. This includes: * Training Center Program management for all ASHI related training within DFPC. * Approving instructors and at what level in accordance with ASHI (HSI policy). * Audit and observation of classes within DFPC to ensure compliance with ASHI (HIS) Policy. * Working within DFPC sections to quantify and clarify needs from the ASHI program and coordinate delivery of those programs. * Initially handling any complaints or issues from the ASHI program. * Determining the needs and growth of ASHI and DFPC based on data gathered. Other Duties as Assigned * Position will assist with other DFPC programs, and may be assigned other duties to support the mission of DFPC and CDPS. This position will be expected to cross-train across administrative programs and unit assignments as detailed above, and fill in gaps when needed. * DFPC personnel may be relieved of regular duties and assigned to wildfire and/or all-hazard incidents in a National Wildfire Coordinating Group (NWCG) or Incident Command System (ICS) positions to perform incident management, firefighting, emergency, and incident support activities. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights NOTE: To be considered for this position, you must meet one of the following options for consideration. MINIMUM QUALIFICATIONS * Eight (8) years of professional work experience in firefighting and all-hazard emergency response. * Which must include 3 years of training program development or management. * Must be State Certified Fire and Emergency Service Instructor I or NWCG equivalent. * State Certified Firefighter I or currently or previously qualified to national Wildfire Coordinating Group (NWCG) standards of Single Resource Boss or higher in the Operations Section. * Emergency Medical Responder (EMR) or higher though any accrediting body. OR * A bachelors degree. * Four (4) years of professional work experience in firefighting and all-hazard emergency response. * Which must include 2 years of training program development or management. * Must be State Certified Fire and Emergency Service Instructor I or NWCG equivalent. * State Certified Firefighter I or currently or previously qualified to national Wildfire Coordinating Group (NWCG) standards of Single Resource Boss or higher in the Operations Section. * Emergency Medical Responder (EMR) or higher though any accrediting body. OR * An advanced degree. * Two (2) years of professional work experience in firefighting and all-hazard emergency response. * Which must include 1 year of training program development or management. * Must be State Certified Fire and Emergency Service Instructor I or NWCG equivalent. * State Certified Firefighter I or currently or previously qualified to national Wildfire Coordinating Group (NWCG) standards of Single Resource Boss or higher in the Operations Section. * Emergency Medical Responder (EMR) or higher though any accrediting body. PREFERRED QUALIFICATIONS * CONDITIONS OF EMPLOYMENT * Must be Colorado resident at the time of application. * Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 6 months of hire. * Position will operate a state vehicle. * Position will be required to travel to committees, associations, organizations, coordinating groups, fire incidents, etc., across the state. * The position will be exposed to IDLH atmosphere (Immediately Dangerous to Life and Health) during live-fire training and during wildfire response activities. * Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and drug test.
