What You'll Be Doing The Environmental Services Department has an exciting opportunity to join our team as an Environmental Consultant in Watershed. This role supports the Wake County Sedimentation & Erosion Control and Stormwater Management programs and manages construction projects at different stages of development to ensure compliance with state rules and local regulations/ordinances. Serves as a subject matter expert, fosters collaboration and education of the development community, partner municipalities and residents. Protects environmental quality by reviewing development/construction plans, conducting inspections, issuing permits, responding to customer complaints and enforcing state rules and local ordinances following applicable procedures to ensure continued State delegation of local programs. Essential Functions Conducts field inspection of construction projects in Wake County and municipal partner jurisdictions at various stages of development for the Sedimentation and Erosion Control program. Conducts post construction inspections in support of the Stormwater Management program. Guides customers in getting the right permits, issue permits and addresses customer complaints. Prepares documents for project compliance/enforcement and conducts enforcement action in accordance with approved procedures, applicable rules and regulations/ordinances. Leads preconstruction meetings, educational outreach programs for the development community and residents. Advance Environmental Services Department initiatives aimed at building collaboration with the development community to improve compliance. Identifies areas for improvement in field and customer services and makes recommendations for process improvement. Documents field experiences and shares complex and uncommon field observations with other staff to enhance experiential learning and team efficiency. Strives for first-class service delivery in the Watershed Management program. Works closely with the Watershed Management Managers to advance new initiatives, implements new ideas/tools to enhance core service delivery and supports processes to ensure the continued State delegation of the Wake County Watershed Management programs. The Basics (Required Education and Experience) * Bachelor's degree in Engineering, Geology, Environmental Science, Forestry or related field * Three years of experience in environmental planning, inspections or engineering * Valid Driver's License and "safe" driving record * Please include ALL prior work experience on your application and resume. Beyond the Basics (Preferred Education and Experience) Possesses one or more of the following: * Certified Erosion, Sediment and Storm Water Inspector (CESSWI) * Certified Inspector of Sediment and Erosion Control (CISEC) * Certified Professional in Erosion and Sediment Control (CPESC) * NCDOT Level 2 Certified Erosion and Sediment Control/Stormwater Site Manager * Certified Professional in Stormwater Quality (CPSWQ) * Certified Stormwater Inspector * Construction (CSI-Construction) * Qualified Compliance Inspector of Stormwater (QCIS) * Qualified Preparer of Stormwater Pollution Prevention Plans (QPSWPPP) * EPA's Construction General Permit (CGP) Site Inspector Training Certificate How Will We Know You're 'The One'? * Excellent interpersonal, communication and customer service skills * Detail oriented with solid analytical and problem-solving skills * Ability to interact and communicate effectively with individuals at all levels of the organization with tact and diplomacy * Ability to analyze situations, navigate ambiguity and offer informed recommendations and guidance, supported by defensible documentation to resolve problems * Ability to independently prioritize, manage and coordinate multiple assignments * Ability to use scientific rules and methods to solve problems * Ability to learn fast, read and understand technical documents and communicate information to non-technical audience * Good knowledge of basic principles of erosion and sedimentation control, stormwater management, plan review and state and local environmental laws and regulations About This Position Location: Waverly F.
