Job Title: Construction Safety Manager

Location: Fresno, CA and surrounding counties; Fresno, Madera, Merced, Tulare, Mariposa, and Kings.

Position: Full Time On-Site


The salary range varies depending on factors such as education, certifications, knowledge of heavy civil, road, and bridge construction, and years of experience.

Salary: $90,000 - $135,000 per year

Job Description:

A Construction Safety Manager is responsible for developing, implementing, and overseeing safety programs and procedures to ensure a safe work environment for construction projects. This role involves conducting safety inspections, training staff, ensuring compliance with local, state, and federal regulations, and mitigating potential hazards.


Key Responsibilities:

Safety Program Development: Create, implement, and maintain comprehensive safety programs and policies for jobsite specific worksites, and overall operational health and safety.

  • Review and update the IIPP to reflect new regulations and requirements when orders are issued. Communicate, distribute, and train field supervision and employees on the updated IIPP materials.
  • Conduct monthly companywide safety meetings to discuss and train on topics of concern to improve safety knowledge and work behaviors.
  • Work with Project Managers and Field Superintendents to prepare and preplan for each new project and identify potential hazards associated with specific job tasks (JHA).
  • Ensure all safety practices comply with Local, State, Cal OSHA, OSHA, Federal, and other involved regulatory agencies requirements on each project and the work activity.


Training and Education: Conduct regular safety training sessions for all employees, including new hire orientations and ongoing education. Provide specialized training as required, such as fall protection, hazardous materials handling, heat illness prevention, trench shoring and excavation, traffic control, competent person, workplace violence prevention, emergency response, and others as required. Conduct jobsite safety tool-box meetings and training for all site personnel.


Inspections and Audits: Daily hands-on inspections of construction sites and work activities to identify and remedy potential safety hazards. Ensure construction activities are conducted in accordance with the safety program and if not, take immediate action to correct any unsafe conditions.


Incident Investigation: First responder at jobsite incident. Conduct investigations into accidents and/or safety incidents. Use iAuditor (or other safety app) to document findings and develop strategies to prevent future occurrences.


Reporting: Prepare detailed safety reports and documentation for internal use and regulatory compliance. Use of a safety app such as iAuditor is preferred.


Record Keeping: Maintain all records and ensure steps are taken to meet the compliance standards for Cal OSHA and other regulatory agencies.

Collaboration: Work closely with project managers, site supervisors, and workers to promote a culture of safety and ensure adherence to safety protocols.


Emergency Preparedness: Develop and maintain emergency response plans and procedures for all work operations.

Risk Assessment: Conduct risk assessments to identify and mitigate potential hazards before they become incidents. Work with the safety professionals provided by the insurance broker safety during loss control visits.


Physical Requirements:

  • The role requires significant time spent outdoors on construction sites, which involves exposure to varying weather conditions, noise, dust, and hazards typical of a construction environment.
  • Must be able to wear personal protective equipment (PPE) as required.
  • Ability to stand, walk, and move around the construction site for extended periods. Must be able to perform physical inspections of construction sites.
  • Capable of lifting and carrying up to 50 pounds.

Qualification Requirements:

  • Education: High School Diploma or equivalent.
  • Certifications: Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or similar certification is optional but highly desired.
  • Work Experience: Minimum of 5 years of experience in construction safety management or a related field. A thorough understanding of construction materials and construction practices.
  • Cal/OSHA Compliance: In-depth knowledge of California’s Division of Occupational Safety and Health (Cal/OSHA) regulations is essential. While there is no specific certification for Cal/OSHA, staying current on the regulations is required.

OSHA Programs:

  • OSHA 30-Hour Construction Training
  • OSHA 500 (Trainer Course in Occupational Safety and Health Standards for the Construction Industry) or equivalent.
  • OSHA 510 (Occupational Safety and Health Standards for the Construction Industry) or equivalent.
  • First Aid/CPR Certification: Current certification required.
  • Knowledge: Strong understanding of OSHA regulations, construction safety standards, and risk management principles.
  • Communication Skills: Excellent communication, leadership, and problem-solving skills. Ability to conduct training sessions and write detailed programs and reports. Able to work independently and with a team.
  • Software Skills: Proficient with Microsoft Office Suite; Outlook, Word, Excel, Power Point. Proficient in Adobe Acrobat or Blue Beam.
  • Continuous Learning: Obtaining additional training and certifications not only enhances a Construction Safety Manager’s qualification, but also demonstrates a commitment to maintaining high safety standards on construction sites.
