Definition
This is a full-time and senior lead position with the City's Neighborhood Services Department. An individual in this position will enforce animal related ordinances for the City as well as Animal Laws for the State of Texas. Reporting relationship: Animal Services Supervisor.
Examples of Work
Serves as team leader within field staff units responsible for enforcing animal control regulations and ordinances; trains staff on proper protocol and oversees the animal services training modules Leads, plans and participates in the work of Animal Services staff assigned to investigate complaints and issues; handles more complex cases. Reviews the work of field staff for accuracy, proper work methods, techniques and compliance with applicable standards and specification Works as lead during the euthanasia process to ensure that all policies, procedures and methods are correctly followed according to shelter procedures, local and state laws. Respond to calls to service. Issue warnings and citations, impound animals and wildlife traps. Rabies quarantine and testing. Supports shelter operations with sanitation of the facility when necessary. Ensures animals receive the minimum state required treatment and necessary resources (food, water, shelter). Uses the least amount of force necessary while still maintaining control of the animal. Enforces state and local animal control laws, codes and ordinances. Issues citations for violations of animal control ordinances. Responds to public inquiries and complaints regarding animals. Provides information and resolves complaints in an efficient and timely manner. Receives and responds to emergency calls as assigned during on-call shift; dispatches calls to field personnel as needed. Investigates animal bite cases and other reported injuries; prepares bite reports confirming details with bite victim. Notifies animal owner of incident and issues quarantine notices. Testifies in court as summoned. Conduct investigations of cruelty, neglect, abuse, noise and bite cases. Partner with appropriate prosecutorial agencies follow up on complaint investigations communicate city ordinances with the public, and various veterinary clinics in the area, have the ability to write full reports and testify in a court of law; Humanely Euthanizes animals due to suffering conditions, etc. providing euthanasia services on varying species of animals as needed. Possess the ability to effectively communicate with the general public, suspects and complainants. Educate the public on animal welfare, care, and safety; Prepares and maintains a variety of files, records and reports following established procedures. Coordinates with other agencies as needed; prepares monthly and annual statistical reports. Provides weekly reports to ACO supervisor on shelter animal inventory health, status and behavioral recommendations. Reviews all incoming public information reports, ensure an accurate response is generated and a complete report is submitted. Possess the ability to lift up to 50 lbs. unassisted and handle equipment and animals safely. Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City's Personnel Rules and Regulations. Perform other duties as assigned. Subject to 24 hour recall, holiday shifts, and EOC assigned duties.
Education, Experience, or Certification
High School Diploma or General Education Development (GED) Certificate are required and two (2) years of experience as a practicing animal services officer.
Possession of, or ability to obtain, an appropriate, valid Euthanasia Certification within 6 months of hire to include maintaining required continuing education credits on an annual basis.
Possession of, or ability to obtain, an appropriate, valid Animal Services Officer (ASO) within 6 months of hire to include maintaining required continuing education credits on an annual basis.
Valid Driver's License is required Supplemental Information
