The Work You Will Do: Position Title: Environmental Consultant Organization: Division of Water Resources Management Description: This is a professional position responsible for implementing administrative and technical aspects of the Onsite Sewage Program on a statewide basis. The incumbent provides statewide program expertise to internal and external stakeholders. Specifically, the position coordinates and assists with program policy, rulemaking and legislative activities; coordinates private provider inspector registration and monitors compliance; plans and implements priority projects and provides project and contract management assistance. Pay: $54,000.00 - $57,000.00/annually (Commensurate with experience) Your Specific Responsibilities: This advanced environmental position provides onsite sewage program expertise to county health departments, Department of Environmental Protection staff, other state or federal agencies, industry organizations and the public. Programmatic areas of responsibility include coordination of and assistance with the following: (1) program policy, rulemaking and legislative coordination, (2) technical assistance and rule interpretation, (3) regulated industry coordination and (4) program planning, implementation and representation. Policy, rulemaking and legislative duties: * Develop, coordinate, implement and update statewide policies and procedures for the Onsite Sewage Program. * Provide support and guidance to the program during the entire rulemaking process, from proposal to adoption. This includes but is not limited to tracking rulemaking efforts, assisting with communication of rulemaking activities, ensuring appropriate noticing requirements are met, coordinating with the Office of General Counsel and assisting with rulemaking workshops. * Assist with various legislative requirements, including developing implementation plans, tracking and reporting activities, ensuring program updates are complete and accurate, meeting project deadlines, holding program areas accountable and providing routine status updates on various legislative activities to leadership as needed. Technical assistance duties: * Assist with program-related communications including updating the program website and internal SharePoint, maintaining contact lists and responding to requests for technical assistance and interpretations to county health departments, other agencies, professionals, industry and the public. * Notice, schedule, communicate, plan and facilitate internal and external meetings. * Coordinate and respond to public records requests. * Complete special projects, including but not limited to creating and updating program documents and forms and organizing, analyzing, summarizing and visualizing program data. * Act as backup subject matter expert for Chapter 381, F.S., variance duties. Regulated industry duties: * Coordinate regulatory requirements for Private Provider Inspectors, including but not limited to maintaining the registry, tracking audits and monitoring enforcement. * Coordinate with the Operator Certification Program on examinations and registration for program staff and regulated industry. * Act as backup subject matter expert for 1) contractor registration, 2) business authorization, 3) contractor complaints and enforcement and 4) continuing education provider and course approvals. Planning, facilitation, and programmatic representation duties: * Manage training center contract, including procurement, deliverable review and invoice processing. * Monitor statewide training needs including development and presentation of program-related topics to program staff and regulated industry. Required Knowledge, Skills, and Abilities: * Ability to determine work priorities and ensure proper completion of work assignments. * Work independently, solve problems, and make decisions. * Ability to communicate effectively, both verbally and in writing. * Ability to establish and maintain effective working relationships with others. * Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs. Required Qualifications: * Valid Driver License. * Travel. * A bachelor's degree from an accredited college or university and two years of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described above, for a total of six years. * Pursuant to sections 110.1127 and 435.04, Florida Statutes, and DEP Directive 422, Background Investigation, is required to successfully complete a background and fingerprint check. Preferred Qualifications: Professional certification related to project management, contract management, quality management or process improvement.
