SUBSTITUTIONS: Six years of full-time work experience in any field may be substituted for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows: A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree. 30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree. 60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree. 90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree. 120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree. College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree. NOTE: Any college hours or degree must be from an accredited college or university.FUNCTION OF WORK: To perform diversified and technical tasks in the maintenance of human resources functions. LEVEL OF WORK: Entry SUPERVISION RECEIVED: Direct from a Human Resources Supervisor, Human Resources Specialist, or higher level administrative official. SUPERVISION EXERCISED: None. LOCATION OF WORK: May be used by all state agencies. JOB DISTINCTIONS: Differs from Human Resources Analyst B by the absence of experienced level human resources responsibilities. This position serves as the first point of contact for the HR Department and will also assist the HR Director with Federal Communications and Equal Employment Opportunity (EEO) Guidelines, in various comprehensive Human Resources programs.   Experience with LASERS and TRSL retirement and knowledge of LaGov HCM is  preferred, but not required.  30% - Employee & Benefits Administration:  * Ensures accuracy for all personnel/payroll actions and compliance with State Civil Service Rules and Entry Guidelines.  * Ensures accuracy and compliance with State Civil Service Rules and Guidelines and is held accountable for the completion of the recruiting process in the LA Careers system. * Conducts post-audits to ensure that all required documentation (ie: request to fill, job offers, etc.) is scanned and attached to the exam plan.  Reports any discrepancies to the HR Director. * Accepts and screens applications, forwards eligible lists to Hiring managers for review, and schedules in person and or Zoom interviews. * Responsible for the coordination of all new hire drug screens, background and DL checks and completion of the E-Verify process. * Ensures all personnel transactions that are entered are accurate based on source documentation (ie: Personnel Action For, job offer, etc.), as well as compliance with State Civil Service guideline s regarding LaGov HCM entries.  * Ensures salary and adjusted service/leave dates are computed appropriately and in accordance with State Civil Service Rules.  * Ensures accuracy and compliance of the administration of the Family Medical Leave Act (FMLA), retirement and insurance programs, including correspondence and documentation. * Enters, interviews, and investigates Workers Compensation claims serving as contact person; will assist HR Director in completion and submission of form to LASERS for retirees. 20% - Payroll Audit and Support:  * Generates, reviews, and reconciles all payroll reporting. * Correct errors and maintain reports to verify accuracy of changes made and maintain information for audit purposes. * Generates critical payroll reports, researching and resolving errors prior to payroll processing. Addresses active employee questions regarding payroll deductions, payroll discrepancies, etc., which includes researching and taking applicable actions to resolve questions/concerns.  Audits payroll of employees on special leave types (ie: FMLA, Military Leave, LWOP, Workers Compensation, etc.) to ensure accurate recording and that benefit deductions are withheld without negative impact to employees of the agency. * Creates and audits When Actually Employed (WAE) employee attendance quotas to verify time is coded correctly and the available quota is not exceeded.   Processes garnishment questionnaires and forwards documents as specified by OSUP guidelines, state, and federal laws. 20% - PES Administration:  * Generates reports from the LaGov HCM system to monitor completion of plannings and evaluations, to ensure a 100% compliance rate, as mandated by agency policy. * Provides guidance to employees and supervisors regarding the State Civil Service Rules that govern the PES program.  Ensures that supervisors and managers complete plannings and evaluations timely and in accordance with State Civil Service Rules.  * Advises supervisors of any corrections that need to be made to complete PES documents. * Notifies and issues follow-up reminders to appropriate supervisors regarding deadlines for PES documents. * Notifies employees, as applicable, of the Request for Review process and provides guidance and assistance to the Agency Reviewer. 10% - CPTP/ORM (Success Factors) Training Coordinator: * Will act as backup training coordinator in the absence of HR Director * Schedules employees for required training courses.  * Monitors and maintains records of completed course work.  10% - Audit and Affirmative Action Plan Coordinator: * Will compile the necessary data and prepare the LETA Affirmative Action Plan. * Ensures timely and accurate completion such that AAP is submitted to HR Director for approval and submission to State Civil Service no later than March 31 of each year. * Will compile all audit samples requested by auditor and submit them to HR Director * Supply all necessary supporting documentation as requested by the auditor at the direction of the HR Director.  10% - Backup Receptionist: * Will serve as part-time receptionist and greet visitors. * Will receive UPS, DHL, FedEx, Amazon deliveries, and USPS mail.  Ensure that employees are notified of their deliveries by email.
