The City is looking for a Senior Specialist, Real Estate (Appraiser) who has significant real estate experience covering a broad range of real estate services, is detail-oriented, and demonstrates excellent communication skills. The Real Estate Services division plays an important role in supporting other City departments during their acquisition of real properties of all types, and the Senior Specialist is a vital part of the team. The Senior Specialist will bring their knowledge of real estate appraisal to provide valuation advisory services in support of all City real estate transactions and projects. The position will also be tasked with analyzing titles as part of the due diligence process and may further be tasked with acquisition, disposal and property management functions. Real Estate Services are an important aspect of local government because property acquisition is a prerequisite to nearly all city infrastructure maintenance and improvement projects including property development, affordable housing, easements, support facilities, parks, trails, sidewalks, natural areas, art in public places, streets, and electric, stormwater, communication, and other utilities. In addition to these projects, the Senior Specialist will be able to meet and connect with City administrators, attorneys, engineers, planners, and project managers, as well as outside residents, businesses, developers, and non-profit organizations. A typical day as a Senior Specialist will consist largely of providing appraisal and valuation services in support of leasing, acquisition, disposal and project budgeting. Additional primary duties shall include title and entitlement due diligence for property acquisitions. Additional duties may include lead or support roles in negotiations, drafting and review of legal documents, property management and right-of-way acquisitions. Candidates should have significant appraisal experience and a Colorado Certified General Real Estate Appraisal License (preferred); or the ability to obtain the license within 2 years of hire, with support from City staff. Additional experience in title examination and due diligence, drafting and interpreting legal documents, property management, and real estate transactions is desired and should accompany 3-5 years of real estate experience or an equivalent combination of education and experience. Essential Duties and Responsibilities The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive. * Provides support to Real Estate Services Manager in establishing project scope, identifying acquisition issues, and proposing solutions. * Determines acquisition strategies and negotiates to acquire necessary real estate interest such as purchase and sale agreements, conservation easements, rights-of-way, access rights and leases. * Conducts title and land research. * Prepares and presents items for Council Meetings and Work Sessions. * Compiles and provides accurate real estate data for the Real Estate Services Manager. * Evaluates market conditions and property values. * Performs property management duties including negotiating favorable lease rates and prepares appropriate lease documents. * Monitors lease activities to ensure compliance/collects lease revenues. * Performs or assists with real estate closings for the City. * Responds to and resolves difficult and sensitive public inquiries regarding real estate activities, location of City-owned property, easements, and rights of way. * May testify in formal hearings and trials in matters related to real estate transactions and negotiations. Required Knowledge Skills and Abilities * Knowledge and understanding of real estate practices and Colorado Revised Statutes, including real estate and eminent domain law, elements of the appraisal process, title searches, financing, taxation, closings and economic processes. * Knowledge of local, state and federal land acquisition policies/procedures. * Familiarity with land survey practices. * Excellent customer service, communication, negotiation and problem-solving skills. * Advanced mathematical skills. * Federally qualified agent as designated by CDOT desired. * Ability to become a notary within the first 6 months. * Ability to establish and maintain effective working relationships with associates, consultants, property owners, and public officials. * Knowledge of word processing and demonstrated ability to operate various software packages. Required Qualifications MinimumPreferredCollege degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees Bachelor's degree in Business Administration, Real Estate, or related field from an accredited college or university Experience Requirements * 3-5 years related experience, or equivalent combination of education and experience.
