JOB SUMMARY: Under limited supervision, provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff. JOB SPECIFIC DUTIES: As a change agent in GDOT's Office of Performance-based Management & Research (OPMR), promotes the implementation of findings from the department's research initiatives/projects. Supports the OPMR's goal to improve GDOT operations through strategic research and continuous improvement and the establishment of research implementation goals, planning, and progress monitoring/reporting. Provides expert-level professional support in research conduct and application for GDOT offices and divisions. Under limited supervision, performs work of high difficulty in providing professional level performance of duties in assisting in the implementation of research studies and initiating and developing research studies related to transportation systems. Coordinates the Department's overall research implementation effort by working with the four Research Technical Advisory Groups and Technical Implementation Managers throughout the Department to assist in making beneficial changes regarding the implementation of research results. Manages the Department's national and state research implementation programs/initiatives and other ongoing technology transfer efforts. Collects and monitors performance data on research projects' implementation outcomes. Analyzes and reports on Implementation Progress, including developing an Annual Research Implementation Report. Communicates and shares research implementation efforts with Department staff and others. Generates special investigative reports of a critical nature; originates, develops and initiates research projects; administers contractual research projects; and participates and assists Department's participation in national research programs. Handles complex research projects. Manages the Department's Library. Follows professional research standards that require the application of independent initiative and judgment in the achievement of complex and comprehensive work assignments. MINIMUM QUALIFICATIONS The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications STATE ENTRY QUALIFICATIONS: * Bachelor's degree in a related field AND Two (2) years of job-related experience * OR an Associate degree in a related field AND Three (3) years of job-related experience * OR One (1) year of experience at position equivalent AGENCY MINIMUM QUALIFICATIONS: * Possess a thorough knowledge of research techniques and conducting technical studies. * Demonstrated experience planning and leading change management activities. * Experience in preparing and administering a budget for in-house projects and evaluating consultant's budget and expenditures. * Demonstrated experience using computer applications, including spreadsheets and databases, to maintain, develop, and communicate information. AGENCY MINIMUM COMPETENCIES: * Demonstrated ability to use statistical software and evaluate existing and/or to be developed technologies for applications for departmental needs. * Demonstrated competency to read and evaluate technical reports and journals. * Demonstrated competency to write investigative reports, research projects, and state-of-art reports to develop for example regression. * Demonstrated strong oral and written communication skills with demonstrated experience expressing ideas and facts to individuals or groups effectively, taking into account the audience and nature of the information. * Detail-oriented with demonstrated experience organizing work, setting priorities, and determining objectives and strategies to achieve them; monitoring and evaluating progress against goals. * Demonstrated experience identifying and analyzing problems; gathering, interpreting, and evaluating information to determine its accuracy and relevance; using sound judgment to generate and evaluate alternatives and recommend a solution. * Demonstrated ability to persuade and negotiate with personnel to accept recommendations; work with others toward an agreement, negotiate to find a mutually acceptable solution. * Displays a high level of initiative, effort, and commitment toward promptly completing assignments with minimal supervision. * Demonstrated ability to pursue self-studies and adapt to new information, rapidly changing conditions, or unexpected obstacles; effectively deals with pressure. AGENCY PREFERRED QUALIFICATIONS: * Possesses a strong background in research with professional publications * Possesses related professional registrations and/or certifications IMPORTANT INFORMATION FOR ALL GDOT JOBS The interview is just one part of the overall selection process and is not the only criteria used to make the final selection. In addition to the interview, the final selection is based on the applicant's work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered. Good Employment Standing: In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee's favor, he or she will be allowed to compete.
