Videos Help Duties The HCO, Strategy, Policy and Internal Operations Center (SPIOC) is seeking an experienced professional to serve as a Statistician, responsible for analyzing and visualizing human capital data; evaluating policies, programs and procedures; and providing recommendations for improving the efficiency and effectiveness of Human Capital operations. Specifically, the incumbent: * Conducts a broad and significant range of studies to help understand the major issues in human capital; identify gaps and inconsistencies in the data; and provide a body of research that can be used to inform policy. * Develops and maintains complex databases for modeling and projections to provide senior management / key officials with options to make informed decisions, and assess impact on human capital resources, initiatives, and project future outcomes. * Serves as a technical expert with responsibility for initiating, planning, and executing projects and studies; including such tasks as formulation of workload estimates for program segments, determination of the methodology to be used, and preparation of appropriate specifications and procedures. * Explores novel methods of retrieving data and develops innovative recommendations to management and senior leadership as a means for making data driven decisions such as modification of processes and policies. Provides data to assists senior management / key officials in determining the scope, goals and schedules for future programs in the Office. * Develops statistical samples to evaluate current procedures and trends. Assesses the adequacy and quality of data used in the analysis and prepares an explanation of the methodologies, results, and relevance of issues and problems under study. Qualifications Basic Requirements: Qualification Standards * Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR * Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. AND Minimum Qualification Requirements: In addition to the education requirement, you must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-14 in the Federal Service, or comparable private/public sector experience which has equipped you with the skills and knowledge required to successfully perform the duties of the position. Specialized experience for this position is defined as: * applying advanced statistical techniques to data analysis, sampling, forecasting, quality control, and operations research to resolve novel or obscure problems; * developing and/or presenting professional reports on complex statistical studies or surveys; * utilizing advanced statistical methodologies, procedures, or programs for complex statistical analyses and methods; and * using statistical software packages and computer database tools. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education 1.
