Pay Range $294,780 - $380,424 Annually Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity. Job Description We have an opening for a Program Leader for the Nuclear Counterterrorism and Counterproliferation (NCTCP) Program within the Nuclear Threat Reduction (N) Program.  In this role, you will provide technical and strategic leadership and management of the NCTCP program while collaborating with a dynamic team of program leaders, collaborators, sponsors, scientists, engineers, and support staff to develop and execute strategic initiatives to support the nuclear threat reduction mission. The NCTCP program focuses on preventing and responding to nuclear weapon proliferation and nuclear terrorism threats while advising and enabling all aspects of U.S. Government nuclear counterterrorism and counterproliferation missions. This position programmatically reports to the N Program Manager within the Global Security Organization. You will * Serve as a senior member of N Program's leadership teams, collaborate, and attend regular meetings with managers and leaders from across the organization and provide strategic plans implementation to fulfill LLNL's nuclear threat reduction strategy in support of national security requirements. * Manage the development and execution of a broad portfolio of nuclear counterterrorism and counterproliferation projects and programs that include nuclear weapon design assessments, materials attractiveness, fundamental science, and nuclear detection operations. Responsibilities include new program development while directing current projects and managing large budgets (i.e., > $50M). * Provide management oversight, technical direction, and leadership to ensure safe, secure, and efficient operations of sensitive nuclear counterterrorism and counterproliferation activities. Serve as an Authorizing Individual (AI) for relevant work control. * Serve as the point-of-contact for nuclear counterterrorism and counterproliferation at LLNL. * Develop and foster long-lasting relationships across the laboratory and with external sponsors to identify and understand national requirements as they relate to current and/or future programs and goals. (Sponsors include Department of Energy (DOE)/National Nuclear Security Administration (NNSA), Department of Defense (DoD), the Intelligence Community (IC), Law Enforcement (LE) Community, and other agencies) * May manage and mentor a diverse staff of scientific, technical and support personnel; this includes delegating assignments via Associate Program Leaders, technical managers and leads, establishing workplans, performance management and determining staffing requirements. * Ensure appropriate contributions to, and review of, design assessments through close partnerships with Design Physics Division (DPD) and Weapon Physics and Design (WPD) Program. * Promote and maintain a positive image of the Laboratory and strong internal/external customer relationships by ensuring project and program objectives and commitments are met successfully. * Manage and coordinate NCTCP related proposal submissions for the Laboratory to ensure consistency, quality, and mission/vision alignment in partnership with other senior managers. * Perform other duties as assigned. Qualifications * This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time if hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. * PhD in a relevant technical field, or the equivalent combination of education and related experience. * Extensive knowledge of nuclear weapons physics and design, weapons engineering and testing, and/or nuclear material fuel cycles, with special focus on technologies associated with the non-stockpile national security elements. * Demonstrated ability to effectively lead, motivate, and delegate while building diverse and inclusive interdisciplinary teams to achieve programmatic and institutional goals. * Recognize, create, and implement plans to promote diversity, equity, and inclusion within the program and across the directorate. * Extensive problem solving, analytical, technical, and organization skills necessary to independently advise, recommend, and approve appropriate actions and implement solutions. * Expert communication skills, both written and verbal, to effectively explain, present, negotiate, advise, and influence all levels of management. * Extensive experience managing multi-million-dollar budgets while effectively balancing complex technical and budgetary priorities to deliver successful program results. * Significant experience with managerial practices related to performance reviews, salary management, and recognition and/or disciplinary actions. Experience effectively managing issues that affect facility management, safety, and regulatory compliance. * Experience cultivating successful and productive relationships within the program and with external clients/sponsors and the expert collaboration skills needed to effectively develop and sustain partnerships with other programs, directorates, laboratories, University of California, NNSA management, other institutions across the DOE, DoD, Law Enforcement Community, IC, and external advisors and reviewers. * Substantial experience working in classified environment with complex, multi-agency security requirements. * Ability and willingness to travel extensively. Desired Qualifications * Extensive experience working in the NNSA weapons complex. * Demonstrated ability to bridge technical and operational communities. * Established working relationships with the intelligence community (IC).
