THE POSITION The State Employees' Retirement System strongly supports our members' and Pennsylvania citizens' right-to-know, in detail, how their government conducts business on their behalf. As the agency's Open Records Officer, it is your responsibility to manage this program in compliance with Pennsylvania law. You also play a critical role in agency business, having responsibility for tracking and analyzing legislative bills and providing constituent services through liaising between SERS and the General Assembly. DESCRIPTION OF WORK This position is responsible for monitoring, assessing, analyzing, and informing agency leaders about General Assembly activities and policy proposals related to retirement, pension, human resources, and government administration issues. The position provides constituent services through developing and maintaining professional relationships with members of the General Assembly and other government officials and by responding to requests for information. Additionally, the position serves as the agency's Open Records Officer, managing all aspects of the agency's Right-to-Know Law program. Interested in learning more? Work Schedule and Additional Information: * Full-time employment, 37.5-hour work week. * A work schedule beginning and ending between 7:30 AM - 5:00 PM, Monday through Friday, inclusive, with a half-hour or one-hour meal period will be considered, dependent on operational requirements. The requested schedule may not start later than 8:30 AM or end prior to 4:00 PM. * Telework: You may have the opportunity to work from home (telework) part-time, (hybrid telework schedule) up to 3 days a week depending on operational needs and progress in learning assigned tasks. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. Otherwise, you must work on-site at the work location specified in this job posting. * Salary: In some cases, the starting salary may be non-negotiable. * You will receive further communication regarding this position via email. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Minimum Experience and Training Requirements: * Three years of varied and broad governmental experience, including one year of work directly related to legislative analysis; or * An equivalent combination of experience and training. Additional Requirements: * You must have relevant job knowledge. * You must have excellent customer service skills. * You must have strong organizational skills. * You must have competence in problem solving. * You must have superb interpersonal skills and a teamwork mindset. * You must be able to perform essential job functions. Preferred Qualifications (not required): * Experience in Constituent Services. * Experience with the Right-to-Know Law / Freedom of Information Act. * Experience working for a Public Pension System. * Experience with legislative analysis.
