The County of Riverside's Human Resources Department is recruiting for a Human Resources Division Manager to direct and lead the Employee Relations Division. The HR Division Manager is tasked with leading the Employee Relations Division and has a pivotal role in ensuring fair and effective Employee Relations (ER) management across all County Departments. The primary responsibility of the incumbent will be to supervise a team of investigators who assist county departments with probationary releases and employee performance management, conduct internal investigations which may lead to disciplinary actions/terminations, and other ER-related duties. Collaboration with other divisions within the Human Resources Department is crucial as the incumbent provides comprehensive guidance to all County Departments, leveraging expertise in employment law and best practices. In addition to operational oversight, the incumbent will lead the division by structuring training programs and fostering professional development opportunities. This role's leadership is instrumental in maintaining a positive work environment while upholding policies that ensure equitable treatment and compliance. Competitive candidates will be strategic thinkers with strong communication skills, and will have the ability to navigate complex employee relations issues with tact and diplomacy. Experience managing or supervising a team of HR professionals specializing in a field of human resources or providing generalist human resources support is also highly desired.  This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.  Meet the team! The Human Resources Department strives to effectively serve and partner with our community, departments and employees by leveraging best practices and innovation to foster a thriving county. * Plan, organize, assign, and direct the work of the Employee Relations Division including setting work priorities, determining methods and procedures to be used, resolving problems, selecting alternatives, and performing the most complex and sensitive work. * Evaluate assigned programs and review policies, procedures, and methods used relative to effective utilization of resources and achievement of goals; formulate, recommend and/or implement action for program improvement. * Interpret and explain human resources management provisions of laws, rules, policies and agreements to County officials, employees, employee organizations and the public. * Keep abreast of all local, state, federal and other regulatory agency laws, rules, regulations and policies applicable to assigned programs to ensure compliance. * May participate in negotiations of vendor contracts; may monitor contract service providers to ensure compliance to contract provisions. * Coordinate work of Employee Relations Division with other divisions, departments and agencies; prepare budget, estimates and justification for assigned programs and division expenses; maintain cost controls to assure compliance with budget provisions. * Direct and ensure the maintenance of records and preparation of reports necessary for Employee Relations Division and HR Department operations; prepare correspondence and reports as required. Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in public or business administration, human resources administration/management, industrial organizational psychology or a closely related field to the assignment. Experience: Five years of professional, journey-level human resources experience, at least two of which must have been equivalent in complexity, autonomy, and responsibility to that of a Senior Human Resources Analyst or above.  Competitive candidates will have supervisory experience. Human Resources Employee Relations experience in a government agency or comparable agency is also highly regarded. (Completion of graduate level courses from an accredited college or university may substitute for up to one year of the required journey-level experience on the basis of 24 semester or 36 quarter units equaling one year of experience.) Knowledge of: The principles and practices of public administration, management, and human resources administration such as position classification, salary administration, recruitment and selection, employee relations, benefits administration, and employee training and staff development; laws, rules, regulations, and guidelines as they apply to personnel administration, affirmative action, equal employment opportunities, benefits administration and employee relations. Ability to: Plan, direct and coordinate the work of others; interpret, apply and explain complex rules, regulations and guidelines; establish and maintain effective working relationships with personnel at all organizational levels; be effective in conflict situations requiring instructing, persuading, and motivating people; secure the willing cooperation of operating department officials and personnel in accepting and effecting sound human resources management practices; analyze problems, generate and evaluate alternatives, reach practical conclusions, and devise workable solutions; prepare recommendations and reports; keep abreast of developments in the field of public human resources administration; speak and write effectively.
