GRADE SBE 0013\n LOCATION OF POSITION Frederick County Board of Elections\n8490 Progress Drive Suite 300\nFrederick, MD 21701\n Main Purpose of Job An Election Program Supervisor II is the supervisory level of election programs in a local election office. Employees in this classification supervise and train employees in the Election program such as Election Clerks, Election Program Trainees, Election Program Assistants, Election Program Specialists and other support staff.\nEmployees in this classification receive general supervision from an Election Director or Election Deputy Director or Program Managers. The work may require travel to election program related activities and events outside the election office; register voters; train election officials and voter registration staff and volunteers or provide related services. Employees may be required to work evenings and weekends, particularly prior to and following an election.\nPositions in this classification are evaluated by using the classification job evaluation methodology.� The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.\nThe Election Program Supervisor II provides the full range of supervision and training to the Election Clerks, Election Program Trainees, Election Program Assistants, Election Program Specialists and other support staff and may have administrative responsibilities related to the entire office operation.�\n POSITION DUTIES Supervises Election Clerks, Election Program Specialists, Election Program Assistants, Election Program Trainees and other support staff engaged in administering Election Programs;\nCoordinates and supervises special projects;\nTrains employees, other support staff and volunteers in election procedures such as registering voters;\nSupervises and processes a full range of voter activities such as voter registrations, absentee ballot applications, provisional ballot applications and other related activities;\nCompiles and maintains statistics;\nAssists with developing, revising and implementing office practices and procedures;\nAnswers inquiries regarding election procedures in person, by telephone, by U.S. mail and by e-mail;\nAssists the Election Director, the Election Deputy Director or Program Manager in redistricting by obtaining census information, researching appropriate boundary lines and markers, and checking and recommending potential polling locations;\nApplies knowledge of the Election Law Article of the Annotated Code of Maryland, the Code of Maryland Regulations and the Federal Voting Assistance Program;\nRecruits election officials needed to staff polling places, organizes required training sessions, and implements and revises practices and procedures related to judge recruitment;\nAccepts and processes candidate and committee filings;\nSupervises the implementation and maintenance of polling place accessibility in accordance with the Americans with Disabilities Act and State policies and guidelines;\nMaintains current knowledge of the National Voter Registration Act and all related regulations for the purpose of managing all phases of the Act, including the category of inactive voters;\nMay review reports and summarize information to facilitate review by the Program Manager;\nMay perform audits;\nMay supervise technicians engaged in maintaining and repairing election equipment;\nMay prepare election calendar;\nMay purchase and inventory supplies;\nPerforms other related duties.\n MINIMUM QUALIFICATIONS Education:���Graduation from an accredited high school or possession of a high school equivalency certificate.\nExperience:�Four years of experience applying election laws, rules and��procedures in a local election office.\nNotes:\n1.�Candidates may substitute one year of specialized clerical experience for each six months of the required experience applying election laws, rules and procedures in a local. �Specialized clerical experience is defined as work in an office which requires reviewing, verifying and interpreting information in order to make determinations and resolve work problems in accordance with policies, regulations, guidelines and procedures.\n2. Candidates may substitute two years of general clerical experience for each six months of the required experience applying election laws, rules and procedures in a local election office. �General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings, such as filing, copying, posting data and directing telephone calls.\n3. Candidates may substitute thirty credit hours from an accredited college or university for one year of experience, for up to two years of the required experience.\n4. Candidates may substitute additional experience applying election laws, rules and procedures in a local election office on a year-for- year basis for the required education.\n DESIRED OR PREFERRED QUALIFICATIONS Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.\n\n\n Experience leading a team in an election office.\n\n\n\n\n Experience successfully leading team members with working in a deadline driven environment.�\n\n\n\n\n Experience working within groups.\n Experience taking the lead during critical periods.\n\n\n LICENSES, REGISTRATIONS AND CERTIFICATIONS Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\n SPECIAL REQUIREMENTS 1. Employees in this classification are required to be registered voters in the State�of Maryland in accordance with the Election Law Article, Section 2-207(d), Annotated Code of Maryland.\n2.
