Duties may include, but are not limited to the following:   * Performs a broad range of management and administrative duties related to assigned programs.   * Provides direction and oversight for public health programs and activities, including California Children Services, Public Health Nursing Services, and Public Health Clinic Services.   * Develops, evaluates and monitors program objectives and goals, and coordinates efforts to implement changes to policies and practices.   * Coordinates and resolves differences between assigned programs.   * Negotiates with the State over grant proposals and program budgets.   * Reviews, corrects and signs of program invoices for submission to the State.   * Meets with State staff associated with programs managed and conducts program audits.   * Reviews and responds to State program audits and compliance reports.   * Represents the County at local, regional and State meetings and conferences.   * Plans, schedules, assigns, evaluates, and directs the work of professional nursing staff and other public health staff engaged in carrying out program activities.   * Advises staff on the interpretation and application of program and agency policies and public health laws and regulations.   * Investigates and analyzes data for development and operation of special programs.   * Coordinates services County wide with schools and private and public agencies.   * Represents the Health Department on community boards and organizations.   * Addresses local groups on public health matters. Experience: Three (3) years of experience in a position with the responsibility for organizing and directing the work of others. (A Master's degree in Nursing, or a closely related field may be substituted for one (1) year of the required experience). Education: Graduation from an accredited four (4) year college or university with a degree in nursing or a closely related field. License: * Possession of a valid California Registered Nurse license.   * Possession of a valid California Public Health Nurse Certificate issued by the State of California, Board of Registered Nurses within one year of hire.    * Possess a valid California driver's license at time of appointment and maintain. THIS CLASSIFICATION WILL BE SUBJECT TO CRIMINAL HISTORY BACKGROUND CHECKS PURSUANT TO THE HUMAN RESOURCES RULES AND REGULATIONS, SECTION 2, B MERCED COUNTY ESSENTIAL FUNCTIONS   * Operate a personal computer and other office equipment.   * Communicate effectively with others in person and over the telephone.   * Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reports.   * Meet deadlines under stressful conditions.   * Resolve conflicts and respond appropriately to complaints.   * Complete multiple priority projects with conflicting deadlines.   * Establish, implement and achieve goals and objectives.   * Maintain confidential information in accordance with legal standards and/or County regulations.   * Represent the County with the community and other agencies.   * Make presentations.   * Train, evaluate and supervise staff.   * Function as the Director of Public Health Nursing pursuant to the requirements of the State of California and the California Administrative Code. * Regular attendance is an essential function. Knowledge of:  * Principles and practices of public health, medical health care services, health education and fiscal, personnel and program management.   * Principles, methods, and procedures of general nursing and of public health nursing.   * State, Local and federal laws governing the provision of public health services.   * Causes, means of transmission, and method of control of communicable diseases, including sexually transmitted diseases, AIDS, and tuberculosis.   * Means of conserving child and maternal health and life, including the care of disabled children.   * The sociological and cultural problems involved in public health nursing.   * Community demography and needs and resources related to public health.   * Budget development and fiscal planning and control.   * Contract administration and monitoring.   * Principles of supervision, training, and staff evaluation. Ability to:  * Develop, organize and implement program goals and objectives.   * Develop and monitor program budgets.   * Plan, organize, supervise, and evaluate the work of assigned professional nursing and public health staff.   * Train, assist, and direct professionals in planning and executing programs.   * Develop, analyze and interpret program data.   * Utilize and coordinate local resources for assigned programs.   * Perform program planning and evaluation work.   * Prepare clear and concise reports.   * Effectively represent assigned programs with the public, committees, community organizations, and other government agencies.   * Establish and maintain cooperative working relationships.
