THIS IS A NON-CIVIL SERVICE POSITION POSTING DATE: 09/13/2024 CLOSING DATE: 10/13/2024 AT 12:00 MIDNIGHT SALARY RANGE: $64,427.00 - $110,756.00 USD Annually CLASS DESCRIPTION The Baltimore City Health Department (BCHD) seeks an Epidemiologist to work with the Chief Epidemiologist, the Division of Aging, the Local Health Improvement Coalition, and other Baltimore City Health Department programs as needed. Founded in 1793, BCHD is the oldest health department in the country, with over 800 employees and an annual budget of $208 million, that aims to protect health, eliminate disparities, and ensure the well-being of every resident of Baltimore through education, advocacy, and direct service delivery. BCHD's wide-ranging responsibilities include maternal and child health, youth wellness, school health, senior services, animal control, restaurant inspections, violence prevention, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention. The Epidemiologist will focus on statistical analysis, comprehensive data reporting, and mapping. The role involves meticulous data cleaning, validation, and statistical analysis using code-based software such as Stata and R. Additionally, it requires creating visualizations, maintaining interactive dashboards, and making maps using GIS (geographic information system) tools. Serving as the Epidemiologist for the Division of Aging, the Local Health Improvement Coalition and other Health Department programs involves analyzing health outcomes, demographics, and social determinants of health trends pertinent to older adults, collaborating closely with staff and partners, and implementing monitoring and evaluation plans. The position includes active participation in public health preparedness and response activities, including serving as BCHD's Infectious Disease Duty Officer approximately two weeks per year. If the candidate has advanced graduate training and/or experience in epidemiology, they may have the opportunity to supervise/mentor epidemiologists, research analysts, fellows, and interns, including Council of State and Territorial Epidemiologists (CSTE) Applied Epidemiology Fellows. The Epidemiologist will work closely with the Chief Epidemiologist and leadership of the Division of Aging and the Local Health Improvement Coalition and will report to the Chief Epidemiologist and the Deputy Commissioner for the Division of Aging. DUTIES AND RESPONSIBILITIES * Manages and analyzes data * Cleans and validates data to ensure accuracy and reliability * Conducts comprehensive quality checks on datasets to identify and rectify discrepancies * Utilizes code-based statistical software (e.g., Stata, R) proficiently to perform robust statistical analyses, including advanced programming, like loops and macros * Creates visualizations and reports * Generates visually appealing and informative figures and maps to illustrate data trends * Produces detailed reports summarizing key findings and trends for stakeholders * Develops interactive dashboards for data monitoring and decision-making support * Responds promptly to data requests from internal and external stakeholders * Reviews surveys and external research plans to ensure methodological rigor and ethical standards are met * Serves as Epidemiologist for Division of Aging, Local Health Improvement Coalition and other Health Department programs * Works closely with program staff on data collection, analysis, and reporting * Analyzes data, reports findings, creates maps to inform decision-making * Develops and implements program monitoring and evaluation plans, including logic models * Writes sections of funding applications (e.g., problem statements, evaluation plans) * Utilizes publicly available data to supplement internal datasets for comprehensive analysis * Collaborates with external partners and stakeholders to foster data sharing * Provides technical assistance and guidance * Completes other duties as assigned * Actively participates in public health preparedness and response activities, including serving as the Infectious Disease Duty Officer for designated periods. * If the candidate has advanced graduate training and/or experience in epidemiology, they may have the opportunity to supervise/mentor epidemiologists, research analysts, fellows, and interns, including Council of State and Territorial Epidemiologists (CSTE) Applied Epidemiology Fellows EDUCATION AND EXPERIENCE REQUIREMENTS EDUCATION: Have a master's degree with a focus in epidemiology. AND EXPERIENCE: Have at least 2 years' work experience in epidemiology in a public health agency. OR NOTES(EQUIVALENCIES): A doctoral-level degree in epidemiology (preferred). OR Other non-epidemiology graduate degree or certification (e.g., RN, MD/DO, DDS/DMD, DVM, PhD, RS) with specific epidemiology training (e.g., MPH degree, CDC Epidemic Intelligence Service or CSTE Applied Epidemiology Fellowship) OR At least 4 years' experience performing epidemiologic work under the guidance of a Senior Epidemiologist. In addition, demonstrable experience creating maps and mapping data with GIS (geographic information system) software KNOWLEDGE, SKILLS, AND ABILITIES * Ability to collect, clean (including quality assurance and quality control), manage, analyze, evaluate, interpret, and summarize epidemiological and statistical data and analysis findings using code-based statistical software (e.g., Stata (preferred), R, SAS). * Ability to create maps and map data using GIS (geographic information system) software. * Knowledge of epidemiologic research methodology, epidemiologic data collection procedures, epidemiologic study design, descriptive and inferential statistics. * Knowledge of data sets and methodologies pertinent to older adult populations such as Medicare and Medicaid claims data. * Knowledge of survey development and design. * Knowledge of the principles and practices of the biomedical sciences and public health. * Knowledge of the objectives, scope, and functions of Federal, State and local health laws and regulations that apply to public health. * Knowledge of interviewing and investigating techniques used in the epidemiology of human disease, of the methods and practices for the control of human disease and of the causes and sources of contagion of communicable human disease. * Ability to apply advanced epidemiologic principles and methods in analysis of health data. * Ability to direct epidemiologic investigations or studies. * Ability to understand technical and administrative problems and constraints involved in formulating disease control or prevention recommendations. * Ability to prepare and present reports and recommendations clearly and concisely, both orally and in writing, to diverse audiences. * Ability to work effectively with colleagues who have wide ranges of data expertise (from none/completely non-technical to expert epidemiologist). * Ability to exercise initiative, imagination, resourcefulness and sound judgment. * Knowledge of the principles and practices of conducting public health surveillance. * Ability to identify public health problems that are pertinent to the population. * Ability to apply principles of good ethical/legal practice as they relate to study design and data collection, dissemination, and use. * Ability to assist in preparation of proposals for extramural funding. * Ability to participate in public health preparedness and response activities and to serve occasionally as agency's Infectious Disease Duty Officer for off-hours calls.
