This position serves as the Technology Services Manager, supporting the Illinois Department of Commerce & Economic Opportunity (DCEO). In this role, you will perform project management functions in conjunction with the maintenance, development, and implementation of DCEO Data Processing Systems and GIS applications. You will be responsible for developing and administering project work plans, participating in overall data processing information systems planning. In addition, you will serve as a working supervisor to Technical Services staff, assisting in the preparation of DCEO Technical Services budget. Essential Functions Continued 10% Serves as working supervisor: * Assigns and reviews work. * Provides guidance and training to assigned staff. * Counsels staff regarding work performance. * Reassigns staff to meet day-to-day operating needs. * Establishes annual goals and objectives. * Approves time off. * Prepares and signs performance evaluations. 10% Assists in the preparation of fiscal budget projections including personnel, computer resource requirements, office equipment, travel, and education: * Maintains independent budgetary control. * Allocates expenditures. 5% Keeps abreast of new developments in the Information Technology field: * Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques and procedures. * Attends demonstrations and exhibitions related to assigned operations. 5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications 1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunications or related fields. 2. Requires prior experience equivalent to three (3) years progressively responsible administrative experience in management information systems, data processing or telecommunications in a public or business organization. Specialized Skills 1. Requires three (3) years of professional experience in a technical and complex information technology environment supporting the day-to-day management, administration, and application development needs of private or public organization. 2. Requires three (3) years of professional experience with Project Management and developing project plans using MS Project. Preferred Qualifications (In Order of Significance) 1. Three (3) years of professional experience in a technical and complex information technology environment supporting the day-to-day management, administration, and application development needs of private or public organization. 2. Three (3) years of professional experience with Project Management and developing project plans using MS Project. 3. Three (3) years of professional experience supervising a team of IT professionals in a business or public organization. 4. Working knowledge of Local Area Network (LAN) support, including servers, equipment, and maintenance. 5. Ability to estimate and budget for future needs and cost of personnel, space, equipment, supplies and services. 6. Ability to analyze administrative problems and adopt an effective course of action. 7. Ability to develop and maintain cooperative working relationships. 8. Demonstrated verbal and written communication skills.
