Mental Health and Addiction Service is looking for an Attorney 5 who under direction of Legal Office Chief, serves as legal consultant assigned to major statewide initiatives: * Serves as lead legal advisor to internal constituencies on ongoing basis or for special projects presents department's views/positions, researching & interpreting relevant law/regulations & guiding policy formulation & decision making, drafting of documents, etc. * Plans, directs, & coordinates legal activities for major departmental &/or system wide initiatives including public records and employment/labor matters; research & interprets relevant laws/regulations. * Guides policy formulation/decision making; negotiates with external entities (e.g., boards, agencies & other state entities); research & drafts various documents. * Reviews proposed legislative & regulatory actions affecting statewide initiatives serves as legal consultant for departmental &/or system-wide groups addressing specific problems or issues). * Serves as legal consultant for statewide &/or multi-agency workgroups addressing issues or initiatives as department's representative & legal advisor (e.g., multi-agency/statewide poli-cy groups). * Presents department's views/positions, researching & interpreting relevant laws/regulations. * Guides policy formulation/decision making; drafts documents, etc.; Supervises & oversees assigned staff. * Serves as lead attorney by providing legal advice & consultation to agency/office administrative & legal personnel & work direction/guidance to legal support staff. * Provides legal consultation services on project basis to agency & institutional officials, researching, analyzing, & interpreting legal issues or matters of policies, procedures, & operations in-volving or relating to legal issues. * Directs preparation & prepares legal documentation necessary for administration of various MHAS program areas. * Assists with review, assessment, negotiation, resolution, settlement litigation of most complex matters & concerns. * Exercises independent judgment relative to & serves as liaison with Ohio Attorney General on specifically assigned legal questions/rules/policies/programs/ statutes &/or implications/impact relating to such issues; prepares memoranda/ correspondence/legal opinions/contracts/mortgages & other legal documents. * Reviews & interprets documentation; coordinates with agency's legislative liaison & provides assistance with development/interpretation/ analysis of proposed legislation. * Assists OhioMHAS Chief Legal Counsel & Legal Office Chief on request. * Provides legal support services in preparation of cases (e.g., Equal Employment Opportunity Commission, Ohio Civil Rights commission, Ohio Court of Claims, federal district courts), on assignment; participates in pretrial conferences. * Reviews case notes & documentation directs support personnel in organization/preparation/maintenance of case notes & documentation, & reviews cases in order to assess im-pact/develop recommendations relative to settlement &/or appeal. * Provides assistance to high level agency officials involved in &/or concerned with specific cases; ensures consistency with agency poli-cy/procedure in development/management of case materials. * Performs miscellaneous related tasks: Reviews/maintains documentation files. * Writes reports. * Attends/conducts meetings to obtain/provide information; and maintains information update on all legal transactions & activities in areas of assignment; responds to requests for information. The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications. The ideal candidate, at minimum, must meet one of the following options. Option: Admission to Ohio Bar pursuant to Section 4705.01 of Revised Code; 18 mos. exp. as licensed attorney; 6 mos. exp. in supervisory principles/techniques.
