GENERAL DESCRIPTION: Professional and technical work in the planning, design, analysis, implementation, integration, management and support of web technology in an Internet and Intranet environment. In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed. This position reports directly to the Communications Division Director.   ESSENTIAL JOB FUNCTIONS:  Design, implement, support and maintain St. Lucie County BOCC's Internet and Intranet webpages including web applications, streaming/social media, links, technical site architecture, graphics/visual presentation, user navigation tools and web-related projects.   Perform regular accessibility audits of the St. Lucie County BOCC's websites and web applications and creates accessibility reports and presentations, as needed. Establish guidelines, best practices and standards related to designing and maintaining accessible websites and online materials.  Maintain and update resource materials for ongoing WCAG Compliance. Communicate and coordinate with departments and provides County information via the web. Interface with other teams and departments in the development and support of streaming media and other web-based applications. Responsible for monitoring website traffic and creating features to track the number of site visitors, clicks or purchases that occur through the website Works with third-party vendors when necessary.  Designs, codes test, deploys, debugs, documents, maintains, and modifies front- end websites, applications, queries, and services to improve the usability and appearance of digital assets Enhances user experience by designing and building mobile responsive websites, pages, and application and creating information architecture and navigation suitable for any device.  Enforces policies and best practices in design and development methodology, architecture, security, change and configuration management, and all standards compliance, including accessibility and web usability. Administer approved content management system. Ensure individual sites are ADA compliant using various accessibility tools such as screen reader applications to test both pages and uploaded content. Integrates approved content onto site. Understand and comply with the St. Lucie County Board of County Commissioners employee handbook and other established policies and procedures.  Perform other job-related functions as required.   KNOWLEDGE, SKILLS AND ABILITIES: Knowledge: Strong functional and demonstrable knowledge of IIS, HTML, ASP, JavaScript, Web Content Accessibility Guidelines (WCAG), Content Management Systems, WordPress, DiviBuilder, Windows SharePoint Services, Adobe Creative Suite, Microsoft Office Suite and Content Management Systems.   Strong knowledge and understanding of digital accessibility issues relating to the Americans with Disabilities Act and Web Content Accessibility Guidelines.   Ability to:   Manage multiple projects simultaneously, to multitask and prioritize deadlines.   Work independently with minimal supervision, as well as with a team.   Establish and maintain effective working relationships with the general public, co-workers, vendors, other governmental agencies, elected and appointed officials.  Research, analyze, interpret, and apply laws, rules, regulations, policies, procedures and guidelines. Compose written communications for internal and external customers and produce quality web-based resources. Skills: Must have strong organizational and project management skills, along with proficiency in Microsoft Office and various web technologies and applications that are necessary for successful job performance. Outstanding written and verbal communication skills, organized, and creative. ESSENTIAL PHYSICAL SKILLS:  Good vision and hearing with or without correction. Ability to speak and write clearly and concisely. Use of both hands and fingers with dexterity.  Prolonged periods of sitting at a desk working on a computer. MINIMUM QUALIFICATIONS: EDUCATION: Bachelor's degree in computer science or a related field from an accredited college or university is required.    EXPERIENCE: Five (5) years of experience in web development and design, to include three (3) years of experience in supporting web applications.   Experience with HTML, ASP, JavaScript, WCAG, Content Management Systems, WordPress, Windows SharePoint Services, Adobe   Creative Suite, Microsoft Office Suite, DiviBuilder and Scripting, required.    NOTE: An equivalent combination of experience/training and/or experience may be substituted to meet the above noted minimum qualifications. Licenses, Certifications, or Registrations: Valid Florida Driver's License and maintain a good driving record.   Certified Web Professional preferred.   Pay Grade G205   Driving Position - Operating County vehicles and/or equipment is a primary function of this position.   PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 1 background screening.
