No County Albany Street Address Office of Cultural Education City Albany StateNY Zip Code12234 Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have a bachelor's degree or higher AND a minimum of five years of administrative management and/or budgetary experience. The ideal candidate for this position will possess proven leadership skills, the strong ability to problem solve and multi-task, have exceptional written and verbal communications skills as well as a proven track record of successfully executing complex systems and projects. Strong experience and background in cultural institutions is desired. Duties Description The New York State Education Department's Office of Cultural Education (OCE) is seeking applicants for the position of Special Assistant which will serve as the Director of Operations for the Deputy Commissioner for OCE. OCE consists of three collecting institutions: State Library, State Museum, and the State Archives. These three institutions collect, preserve, and make available over 200 million specimens, documents, books, manuscripts, and other cultural materials. In addition, OCE includes the Office of Public Broadcasting and Educational Television and the New York State Summer School of the Arts. Duties of this position include, but are not limited to, the following: * Develop, oversee and monitor the Office's federal, State and special revenue budgets and expenditure plans and serve as the liaison with the Office of Financial Administration; * Serve as the liaison with the Office of Human Resources Management by overseeing personnel activities, identifying staffing priorities and overall staffing plans for over 300 employees; * Work closely with leadership in the State Library, State Archives and State Museum to support program priorities and ensure that programmatic needs are sufficiently addressed; * Provide guidance and develop OCE's legislative initiatives and proposals and build relationships with key external partners and stakeholders; * Review, evaluate and monitor internal business processes with the goal of improving efficiency, service delivery, adequate stewardship capacity for collections, and promoting strong internal controls; * Engage in procurement development and oversee contracting monitoring; * Manage the OCE Administration Services Team; * Provide policy development advice and guidance to the Deputy Commissioner; * Represent the Deputy Commissioner when appropriate, including serving as a member of the leadership team in the Deputy Commissioner's absence and as a member of SED-wide workgroups; and * Support the design and implementation of technology solutions that support the business needs of OCE's programs. Filling of this position is contingent upon Division of Budget approval. Salary will be commensurate with Education and Experience.
