Videos Help Duties You will: * Provide expert advice and serves as a recognized authority for the implementation of the air permit programs for a six-state region. * As the regional air permits expert, evaluates and provides novel solutions on a range of national Clean Air Act permitting matters. * Represent the Region with our state and local permit authority partners on permitting work. * Complete nationally significant permitting projects for which EPA Region 8 is the lead agency. You will spend less than 25% your work time on contracts, grants/cooperative agreements, and/or interagency agreements. In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as advising on air permitting related to title V operating permits, or the New Source Review/Prevention of Significant Deterioration (PSD/NSR) permitting programs, or the best available control technology (BACT), or the National Emission Standards for Hazardous Air Pollutants (NESHAPs), or the New Source Performance Standards (NSPS). Your answers to the online assessment will be used to evaluate your competencies in the following areas: * Knowledge of stationary air source permitting, performance and emission standards. * Ability to apply new developments and theories to investigate major problems in air quality management or in making air permitting decisions and recommendations. * Ability to conduct project management, strategic planning, program development and provide effective training and workshops. * Skill in creative problem solving. * Knowledge of management practices and procedures to resolve problems of major significance to agency environmental programs. * Skill in oral communication. * Skill in written communication. * Knowledge of Federal and Tribal clean air laws, regulations, and policies. * Ability to make air permitting decisions and recommendations which significantly change, interpret or develop important organizational policies or programs. Education 0401 - Life Science - You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed. 0819 - Engineering - All applicants must meet one of the following requirements to qualify for consideration for an engineering position: * Successful completion of a professional engineering degree at an accredited university or college OR * Have a combination of college level education or training AND technical experience that has furnished you with (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: * Professional registration as an engineer. * Evidence of passing the Engineer-in-Training written test. * Successful documented completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences as described by OPM. * Successful completion of a curriculum leading to a bachelor's or higher degree from an accredited or pre-accredited college or university in engineering technology or in an appropriate professional field and at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
