A bachelor's degree may substitute for four years of experience. Must have demonstrated ability to interact with relevant stakeholders, including during time of an emergency, including members of the public, Federal, State, County, and Local first responders, and emergency management officials, public/elected officials, and the media. Ability to manage and lead high profile projects and programs. Ability to respond to Executive and external stakeholder requests for information during ongoing operations. Must have excellent communication skills, good judgement, and ability to prioritize. Must have emergency communications administration and management experience, including knowledge of public safety functions and public safety communication's environment, demands, requirements, procedures, and systems; and Must have demonstrated experience working with counterterrorism and antiterrorism professionals and organizations. Duties Description Under the direction of the Director Office of Counter Terrorism, the Special Assistant (OCT Chief of Staff) will coordinate a variety of activities supporting the program's operational and strategic planning initiatives, and exercise independent judgment and initiative in the performance of a wide variety of complex tasks in support of program and agency effectiveness. Duties include, but shall not be limited to the following: * Compiles and analyzes critical data regarding current programmatic operations, effectiveness of the functionality of systems and protocols in place, the organizations capacity to manage current workload and responds to and implements State and federal mandates and new initiatives. * Develops operating goals based on strategic plans, service commitments, executive and legislative initiatives and accepted standards. * Develops, establishes and implements administrative/operational procedures and policies. Consults with the DHSES Office of Administration and Finance on all staffing, employee relations, employee development, budget and finance issues. * Provides advice and guidance to program staff on setting up and executing programs/plans/tasks and responsibilities in compliance with new legislation, Executive directives, the DHSES strategic plan, operations, policies, processes and procedures. * Develops and implements performance measures to assess and evaluate organizational effectiveness. * Coordinates, plans and develops program content for industry wide conferences, meetings and seminars. * Accompanies the Director during activations, on site visits and to meetings and conferences providing support information and advice ensuring established protocols are carried out and new protocols developed as required. * Participates in intra/inter organization wide meetings, project and study groups, acting as program/agency representative as assigned. * Reviews, clarifies and interprets confidential policy matters and highlights key points for review. * Plans, coordinates and monitors on-going projects, major program plans and activities of interest and concern. * Establishes milestones and schedules, maintains contact with unit managers and coordinates activities with a broad range of organizations and stakeholders including State, federal and local governments and private sector partners as required. * Prepares, reviews and coordinates correspondence, background summaries, briefings and confidential memoranda for the program Director, Commissioner, the Executive Chamber, legislature and other agencies regarding critically sensitive issues often under extreme time constraints. * Systematically researches and identifies opportunities for program outreach and strategic program development. * Identifies critical technology, systems and communications required to execute plans, revises criteria to requirements and provides clarification of program personnel on roles and responsibilities. * Develops, analyzes and prepares data and recommendations for short- and long-range plans and requirements to increase program capacity, effectiveness, governance and delivery. * Investigates complex complaints and recommends corrective actions as necessary to resolve issues. * Undertakes special and confidential assignments for the program director, Commissioner and executive staff as assigned. * Supports emergency activation planning and operational activities, communicate with a dive4rse group of internal and external stakeholders, coordinate staff support as needed and resolve real time issues. * Performs all supervisory tasks as required. * Approximately 25% travel is required. * Performs other duties as required.
