General Description Environmental Coordinator I ($27.85 - $37.13 Hourly) Senior Environmental Coordinator ($31.19 - $44.56 Hourly) This position supports the Environmental Compliance and Plant Operations Sections by performing technical functions related to the permitting, monitoring and reporting for drinking water distribution systems and water treatment plants. It provides technical and administrative support to the Environmental Compliance Manager, Engineering, Operations, Field Services, Customer Service, Business Services, and outside consultants/companies/general public. The position focuses on the overall environmental compliance of Toho Water Authority and reports to the Environmental Compliance Manager. Essential Functions * Routinely and proactively tracks water monitoring programs and timelines to ensure state and federal regulatory compliance requirements are met for water treatment and distribution systems. Ensures permitting, sampling, and reports are completed and submitted by regulatory deadlines. Supports and completes all activities associated with state and federal regulatory compliance requirements related to all drinking water systems. * Coordinates activities with plant operators, the laboratory team, environmental compliance, and field services, including sanitary surveys, internal inspections, routine and special sampling events, and compliance reporting. Responds to inquiries related to permits, reporting, customer inquiries, and department activities and procedures. Works with various personnel to investigate issues. * Inputs, analyzes, stores, retrieves, and evaluates data regarding sampling information, test results, flows, compliance reports, rainfall data, water level data, pumpage data, and other relevant data. Performs data entry and data review needed for reporting and inquiries. Creates graphs and interprets data as necessary. Analyzes technical and laboratory data for accuracy and completeness. * Troubleshoots challenges and works cross-functionally with operations, laboratory, engineering, and compliance team members to provide compliance guidance and support, reaching resolutions and successfully implementing corrective actions. * Leads and supports lead and copper compliance monitoring activities, reporting, outreach, and sampling events related to the Lead and Copper Rule Revisions. Works closely with the public information officer to distribute materials to schools and childcare facilities. * Conducts site inspections by organizing and attending routine internal and regulatory inspections. Communicates with consultants, staff, contractors, and regulators to ensure issues are remedied. * May provide regular feedback to employees under supervision through regular meetings and written communication. Provides feedback to the Supervisor. * Provides technical information and assistance to internal customers with stellar customer service and professionalism. Interprets federal and state regulations related to drinking water quality and other environmental aspects of department operations to ensure compliance. Provides guidance to stakeholders, including operations and engineering team members. * Manages and participates in the development and administration of assigned program budgets. * Becomes cross-trained on wastewater programs to support wastewater permit compliance and assists the Senior Environmental Coordinator as needed. * Ensures compliance and on-time reporting for boil water notice events, consumer confidence reports, lead and copper rule monitoring, disinfection byproducts, unregulated contaminants (UCMR), and all Safe Drinking Water Act required monitoring, including primary and secondary contaminants. * Demonstrates a strong work ethic, integrity, and tact. Works effectively in a fast-paced, regulatory compliance environment that is deadline-driven while collaborating successfully with internal and external team members and customers. * Stays current on new trends, innovations, and regulations in the fields of drinking water and water quality programs. * All other duties as assigned. Minimum Qualifications Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain that required qualification would be: * Bachelor's degree in Environmental Science, Physical Science (Chemistry or Biology), or related field. * Requires comprehensive knowledge of water utility regulatory programs, drinking water compliance monitoring, reporting, and water, wastewater and reclaimed treatment facilities and systems. Must have knowledge of Florida State and EPA regulatory program monitoring compliance for water treatment facilities and distribution systems. * Minimum of five to nine years relevant experience. * Must possess and maintain a valid State of Florida Class E Driver's License. DESIRABLE QUALIFICATIONS: * Experience with regulatory programs. * The ability to successfully partner with and support water treatment plant and laboratory teams. The employee is occasionally required to stand; walk and bend, kneel, squat, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. WORKING CONDITIONS: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the work environment is usually moderate. Environmental factors include indoor, flat surface, noise, sitting with occasionally walking and standing.
