With an overarching mission to eliminate ageism and ensure the dignity and quality of life of approximately 1.775 million older New Yorkers, the New York City Department for the Aging (NYC Aging) is deeply committed to helping older adults age in their homes and creating a community-care approach that reflects a model age-inclusive city. NYC Aging seeks an Assistant Commissioner for Workforce and Community Development. The Assistant Commissioner will lead programs and initiatives that enable older adults to prepare for and find employment that allows them to continue to invest their time and skills locally; strengthen financial security, prevent displacement from their home; address elder justice, fraud and exploitation; and build intergenerational programming. The Assistant Commissioner will be a key member of the senior leadership and have oversight of the NYC Aging workforce, foster grandparent, eviction prevention and elder justice programs. * Develop program strategy, strategic partnerships, and policy to enhance workforce, elder justice and eviction prevention services for older adults. * Manage approximately $11 million in annual federal and state grants and city tax levy-funded direct service programs. * Oversee daily operations for the Workforce and Community Development unit establishing and monitoring efforts to meet service targets and implementing corrective actions as needed to drive high-quality performance. * Supervise, coach and evaluate the performance of staff and contracted providers, delivering technical assistance as needed and on an ongoing basis. * Lead planning, decision-making and priority-setting for assigned portfolio. * Enhance Standard Operating Procedures (SOPs) and implement continuous quality improvement processes to optimize program performance including service provision, budget management and data utilization. * Participate in and co-develop ongoing professional development programs for staff, contracted providers staff and agency partners. * Coordinate new initiatives and contribute to special projects as needed by agency leadership and oversight agencies, including the Mayor's Office. * Cultivate public/private partnerships that support the training and job development of older adults. * Address unmet workforce needs and combat obstacles that hinder job placement such as ageism. * Anticipate program needs and develop and drive strategies that support coordination and inclusivity across the City's workforce and elder justice landscape. * Prepare reports and materials for grant-funded projects, inter-agency initiatives, and oversight agencies, including the Mayor's Office. * Represent NYC Aging externally at meetings, forums, conferences, and government oversight hearings where participants may include elected officials, employers, service providers, subject matter experts, funders and others from the city, state, community and/or corporate sectors. Minimum Qualifications 1. Graduation from an accredited college with a baccalaureate degree and five (5) years of full-time, professional experience in social services, community relations, public administration or management, of which at least one year must have been in the field of aging, and of which at least one and one-half years must have been in an administrative or managerial capacity; or 2. Education and experience equivalent to "1" above. However, all candidates must have one year of experience in the field of aging and one and one-half years of experience in an administrative or managerial capacity. Preferred Skills * 5+ years management experience at senior leadership level. - Extensive knowledge of workforce, community service and human services programs, with emphasis on older adults including experience overseeing directly operated social service programs. - Experience with data analysis, quality improvement, budget and grant management. - A successful track record of leading strategies and influencing policy and practice. - Ability to cultivate staff talent and organizational development. - Extensive cross-agency and sector collaboration including development of public/private partnerships. - Creative vision to breakdown the theory of "we've always done it this way". 55a Program This position is also open to qualified persons with a disability who are eligible for the 55-a Program. Residency Requirement New York City residency is generally required within 90 days of appointment.
