As a WSLCB team member, you will have opportunity to join statewide business resource groups (BRGs) such as, Rainbow Alliance and Inclusion Network, Veteran Employee Resource Group, Latino Leadership Network, Blacks United in Leadership and Diversity, Disability Inclusion Network, Washington Immigrant Network and Hawaiians, Asians, and Pacific Islanders Promoting an Empowerment Network.     Your opportunity at a glance The WSLCB Enforcement and Education Division is announcing 5 exciting opportunities for Cannabis Compliance Consultant's (Administrative Regulations Analyst 3) positions located in: Olympia, WA, Mountlake Terrace, WA, Mount Vernon, WA, Silverdale, WA and Wenatchee, WA. Representing the Washington State Liquor and Cannabis Board (WSLCB); the Administrative Regulations Analyst 3's provides technical assistance and education in support of the state's licensed cannabis industry. These positions also consult with cannabis producers, processors, retailers, researchers, transporter licensees, registered cooperative members, and certified laboratory staff, to help them understand the RCWs and WACs that regulate the cannabis industry and attain voluntary compliance. They support licensees in operating their businesses in compliance with WSLCB rules and regulations. They seek to obtain voluntary compliance through education and outreach before greater corrective action becomes necessary and may issue verbal warnings and Notices to correct (NTC), when appropriate.  As a compliance consultant, these positions act independently to plan, prioritize, develop, and implement education and community outreach activities that help and support the cannabis industry. These positions, in conjunction with their supervisor's input, sets and accomplishes educational priorities. Incumbents resolve complex problems and have latitude to determine methods and procedures to complete their work. Duties may include complex activities such as planning and/or facilitating workshops attended by industry members, assisting in the development of educational/outreach materials for the cannabis industry, preparing public involvement plans, resolving and establishing a community outreach strategy, and assisting in developing policies and procedures.  This position also works collaboratively with other internal stakeholders such as Licensing Division and Enforcement and Education Division commissioned staff team members to ensure consistency of messaging and the interpretation of rules and laws that influence the cannabis industry. Depending on your job duties, work location and supervisor approval, eligible employees who are new mothers, fathers or legal guardians can bring their infant (six weeks to six months) when they return to work.  * Free parking  Some of your primary duties will include:  * Educates and engages licensees, the public, and other stakeholders in addressing issues related to our mission by providing licensee support and education. This includes consultation visits, licensee education, and employee training. Responsible for delivering informal and formal training pertaining to applicable RCWs and WACs to cannabis licensees, managers, and employees. * Responds to verbal and written inquiries concerning cannabis laws, regulations, and licensing.   * Develops intervention strategies designed to achieve immediate correction and long-term compliance including recommendations to effect corrective action and to monitor progress. This position delivers clear, concise, accurate, and factual summaries of the results of inspections both orally and in writing. * Assists in the development of education policies, regulations, and guidelines for the cannabis industry; reviews the policies to ensure consistent application and messaging. * Participates in comprehensive compliance inspections to ensure that licensees, premises, records, advertising, labeling, and devices are within approved minimum guidelines and licensees are in compliance with Cannabis Laws and Regulations necessary to ensure the integrity of the cannabis industry.   * Stakeholder Outreach: Provides training and delivers presentations to the cannabis industry, outside law enforcement agencies, and the general public. * Conducts follow up visits, if appropriate, to ensure that the identified conditions have been satisfactorily abated. Records findings and notes in the agency records management system. * Conducts pre-scheduled field visits to licensed cannabis producers, processors, retailers, transporters, registered cooperatives, and certified laboratories. Schedules and completes an initial meeting in conjunction with an enforcement officer to introduce WSLCB staff and processes and to explain the licensee's rights and obligations; walks through the licensed location to identify and evaluate the licensee's workplace hazards and to view potential public health and safety concerns, and discusses conditions noted during the visit and offers recommendations and confirms compliance with laws and rules. * Documents the field visit with a written report including any recommendations or agreements made with copies secured in the agency records management system and provided to the licensee. * Work includes assisting the commissioned team members with analyzing and responding to complaints on licensed locations. The incumbent may support commissioned officers by helping review a licensee's documents, including financial records, during the course of a financial investigation. Completes initial contact following the receipt of a nonspecific complaint or a first complaint of a non-public health or safety nature against a licensed premise. Provides education to the licensee, manager and/or employee pertaining to the allegations. * Organizes and conducts scheduled inspections of licensed establishments, registered cooperatives, and certified laboratories to check for compliance with state laws and provides technical assistance as necessary. Provides input on education policies, procedures, and regulations. * As a result of assisting with an investigation, positions in this class write reports of findings, create exhibits for hearings, and assist in presenting cases to a board, commission, or administrative law judge when necessary. * Schedules and conducts cannabis final inspections in a timely manner. Communicates final inspection status and pre-licensure issues with Licensing staff. Conducts follow-up final inspections when necessary. Records findings and notes in the agency records management system. Required Qualifications: A high school diploma or GED AND six (6) years of experience working with a regulated industry providing education and guidance to industry members on rules and laws with the goal of achieving voluntary compliance.  OR  An Associate's Degree in Business Administration, Public Administration, Criminal Justice, Police Science or a closely related field AND four (4) years of experience working with a regulated industry providing education and guidance to industry members on rules and laws with the goal of achieving voluntary compliance. OR  Bachelor's Degree in Business Administration, Public Administration, Criminal Justice, Police Science or a closely related field AND two (2) years of experience working with a regulated industry providing education and guidance to industry members on rules and laws with the goal of achieving voluntary compliance.
