Please note CCEMD is hiring for multiple positions in the Hazardous Materials Section, applicants must apply for each position they wish to be considered for.  The Charleston County Emergency Management Department is looking for a Hazardous Materials Manager. The person selected for this position will support the mission of the Charleston County Emergency Management Department and ensure the effective response to natural and man-made disasters in the county. The employee should be a strong communicator and skilled leader within the hazardous materials/emergency management profession.  Administratively supports the operations and activities of the county's Emergency Management Department; coordinates with local, state, and federal agencies involved with the Hazardous Materials; assists in other specialization areas defined by current department needs.   Implements the hazmat program including Tier II Hazardous Materials, Under Ground Storage Tank (UST), Knox Box, and emergency plans. Ensures compliance with local, state, and federal rules, regulations and standards concerning Tier II, Hazardous Materials. HIRING SALARY RANGE:  $56,742 - $74,318 (Estimated Annual Salary) OPEN UNTIL FILLED - APPLICATION REVIEW BEGINS IMMEDIATELY * Serve as the Hazardous Materials Tier II Manager. The hazmat program includes:  * Tier II * Underground Storage * Knox Box * Emergency Plans * Responsible for Hazardous Material software account management to include adding/removing customer accounts, ensuring accurate mailing/billing address, facility contact information.  * Receive and review E-Plan submissions from Tier II facilities within Charleston County who meet the reporting requirements established under Section 312 of SARA Title III of the Emergency Planning and Community Right-to-Know Act of 1986. Examples of documents received/reviewed: * Tier II reports * Chemical Inventory Information  * Safety Data Sheets  * Emergency Plans * Process chemical inventory information provided through E-Plan to verify the reported quantity and classification of each chemical listed on a facility submitted report. This information will be used to complete a User Fee Worksheet for each facility which determines the applicable Hazardous Material User Fee(s). * In coordination with the South Carolina Department of Environmental Services (SCDES), receive and review registered Underground Storage Tank (UST) database to verify active and or billable UST locations within Charleston County. This information will be used to complete a User Fee Worksheet for each facility which determines the applicable Hazardous Material User Fee(s). * In coordination with Revenue Collections monitor the timely collection of user fees for Tier II and UST and enforce penalties for late submitted user fees to Charleston County. On-site visits will be required for severely delinquent and unresponsive facilities to confirm accuracy of facility details in E-Plan and to ensure the facility receives notice and documentation of the delinquent invoice.  * Schedule on-site visits with Tier II facilities to confirm accuracy of their chemical inventory reported on the Tier II submittal, site maps provided create an accurate depiction of hazards and their location(s), areas with hazardous materials are clearly marked.   * Migrate date collected on the Tier II and UST User Fee Worksheet to the Hazardous Materials billing software (NetSuite), used by Charleston County Revenue Collections to send invoices on behalf of the Emergency Management Department.  * Manage the KNOX Box program. Coordinate with the fire departments that service Charleston County as well as the KNOX Company as required to facilitate approving orders, maintaining database, and coordinating with GIS and CDC to determine best practices for information sharing. Verify Tier II facilities have accurate/current documentation as required by their jurisdictional fire department within their KNOX Box.    * Identify and maintain a database of Critical Facilities within the county.  * For comprehensive planning purposes, review facility specific Emergency Operations/Evacuation/Recovery Plans to include, but not limited to: * Tier II Facilities  * Health Care Facilities  * Dash Pass (Pre-identified recovery personnel) * Serve as a liaison/coordinator for Local Emergency Planning Committee (LEPC) representing Charleston County. Work in coordination with the Hazardous Materials Coordinator to support the Charleston County Local Emergency Planning Committee (LEPC). * A strong focus should be placed on increasing coordination/collaboration amongst Tier II facilities/managers, Emergency Management, and South Carolina's Department of Environmental Services (SCDES) to increase leverage of resource utilization.  * Assists with the Hazardous Materials and Weapons of Mass Destruction programs as requested; documenting records of attendance and ensuring program's overall success to include training workshops/conferences and specialized training for local emergency responders and teams. * Assist with ensuring that the Emergency Operations Center (EOC) is always in a state of readiness, able to respond to incidents that occur without warning to include, nights, weekends and holidays, potentially in inclement weather.  *  Assists team members to meet Emergency Management Accreditation Program (EMAP) standards.  * Assist with the coordination of mitigation, response, relief and recovery activities following a disaster or emergency. * Serves as an on-call duty officer on a rotating basis. * Keep immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems, to include program shortfalls and requirements. * Attend meetings, conferences, workshops, training sessions, and review materials to become and remain current on the principles, practices, and new developments in assigned work areas. * Communicate and coordinate regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities. * Assist in performing public awareness presentations for civic groups, private and public organizations, town meetings, etc. Perform other directly related duties consistent with the role and function of the classification TRAINING AND EXPERIENCE * High School Diploma or GED, with an Associate Degree preferred; and * 3 years or more of experience in hazmat operations preferred * Emergency management experience preferred, not required.  * The following certifications are required or must be obtained within 2 years. * National Incident Management System 100, 200, 300, 400, 700, and 800. * Must possess or have an ability to obtain a valid South Driver's License indicating a clean DMV record. Ability to obtain a "Class E" license required.  South Carolina (or other state equivalent) Certified Emergency Manager or IAEM Certified Emergency Manager preferred, but not required.
