The Prince George's County Housing Authorityis seeking highly qualified candidates to fillaClient Services Manager (Community Developer 5G)position, grade G29within the Housing Authority AdministrationDivision. About the Position: This is a professional senior managerial position within the Housing Authority of Prince George County (HAPGC) and reports to the Executive Director/ Deputy Director. The Manager of Client Services/ Client Services Director supports the Housing Authority's mission by providing quality management, leadership, and oversight of the partnerships, programs, and activities of the Resident/ Client Services Department, including but not limited to the Family Self-Sufficiency program, Resident Opportunities and Self-Sufficiency program, Homeownership Program, Substance Abuse Prevention Programs, Financial Counseling and supportive services for formerly homeless individuals/ families and program individuals at risk. The Director supports and supervises staff and develops and implements programs based on resident needs. The Manager of Client Services/ Client Services Director is also responsible for assuming the lead in the development, administration, and monitoring of Fair Housing, Equal Opportunity, Section 504 Americans with Disabilities Act, in the Housing Authority of Prince George's County. About the Agency The Housing Authority of Prince George's County, Maryland (HAPGC) provides Prince George's County residents with low-to-moderate incomes with safe, decent, and affordable housing. The HAPGC receives federal funds directly from the U.S. Department of Housing and Urban Development (HUD) to administer the Housing Choice Voucher program (HCV) and Public Housing Programs. Most of the affordable housing assistance is in the form of rental units that must meet rigorous housing quality standards. The HAPGC also provides its participant families with programs that encourage them to become self-sufficient which may potentially lead to homeownership opportunities. The Housing Assistance Division (HAD) and Housing Choice Voucher Division (HCVD) administer and implement the federal rental assistance and public housing programs for the County. Examples of Work * Oversees Housing's efforts to help families achieve self-sufficiency. * Maintains a positive relationship with public and private community agencies and the residents. * Ensures staff assists resident families in connecting with agencies appropriate for their needs. * Works with other Housing Authority staff to coordinate and improve services for residents living in HUD subsidized units (Public Housing and HCVP) and Housing Authority owned units. * Ensures Department of Housing and Urban Development (HUD) performance standards and reporting requirements maintain a high-performance level. * Devotes appropriate attention to departmental strategic plan goals, objectives, and actions, as assigned, ensuring that such are met or exceeded. * Directs the work of staff including assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel and recommending and implementing discipline. * Supervises activities required to research, prepare, submit, and manage grant proposals to a variety of funding sources, including local, state, federal, and private entities. * Analyzes related grant documents, such as research reports, feasibility studies, memos, and schedules to fund ongoing and future resident initiative activities; works with the Executive Director and Finance to recommend appropriate long-term funding plans for the Housing Authorities Resident Service Program. * Delivers assistance in the development and allocation of fiscal budget costs, forecasting & projections for personnel and the performance measures for the Division and HAPGC. * Oversees and assesses the development and implementation of written goals created by the Resident/ROSS Program Manager and outcomes that have a significant impact on the improvement of the quality of life of public housing community members and their progress towards self-sufficiency. * Develops standard operating policies in accordance with program requirements and departmental standards and policies. * Performs quality control reviews on intake/assessments and individual and family development, education, employment and training plans and goals, developed by the Resident/ROSS Program Manager. * Conduct file reviews to ensure grant compliance by the Resident/ROSS Program Manager. * Works with the Resident Services/ROSS Program Manager to build and maintain high-quality, high-value relationships with the Resident/Tenant Councils, residents and advisory board members with an emphasis on transparency, efficiency, timeliness, and responsiveness with keeping residents updated on HAPGC plans. * Oversees and administers contracts and memorandums of understanding with appropriate community partners. * Analyzes various measurement tools, systems, and techniques to ensure timely and accurate monitoring and reporting of the Division's activities regularly, consistent with requirements of the Agency Executives and other standards, policies and procedures. * Directs the work of staff including assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel and recommending and implementing discipline of the FAIR HOUSING COMPLIANCE REVIEW/ADMINISTRATION/Section 504/ADA Coordinator. * Oversees the implementation and operation of the HAPGC's reasonable accommodation policies. * Receives, investigates, and responds to all reasonable accommodations request from public housing applicants, residents and Housing Choice Voucher applicants and participants regarding housing for people disabilities and fair housing issues. * Ensures HAPGC Compliance Manager implements and coordinates efforts to affirmatively further Fair Housing; provides technical assistance and initiates public education opportunities and design public information printed materials. * Attends monitoring meetings as scheduled. * Reviews files, prepares concise reports, identifies non-compliance issues and prepares recommended corrective action plan for sub-recipient. * Maintains working knowledge of fair housing Regulations, data and resources including best practices, perform and documents fair housing review process in accordance with HUD standards, and exercises sound professional judgment in making decisions. * Language Access Compliance Program Coordinator will serve as the agency's language. Access point of contact. Ensure the provision of oral interpretation services to limited and non-English speaking individuals seeking to access and participate in services, programs or activities offered by the agency. Qualifications * Master's degree in business or public administration, social services, sociology, psychology, or related field(s); plus * Four (4) years of responsible experience in community development. * Two (2) years in a supervisory capacity.
