The Riverside County Fire Department is seeking a Deputy Fire Marshal to support operations in Perris. The incumbent will assist and provide administrative support to the Fire Marshal, oversee the coordination of fire prevention activities with other jurisdictions and outside agencies, and do other work as required.  The Deputy Fire Marshal reports directly to the Fire Marshal and plans, directs, coordinates, and supervises a variety of fire prevention activities within the County Fire Office of the Fire Marshal. Incumbents are additionally responsible for assisting the Fire Marshal in the planning, organizing, directing, and evaluation of all fire protection planning functions. When assigned to the Incident Command System, is responsible for planning and logistical support of major incidents. The Deputy Fire Marshal is distinguished from the Supervising Fire Marshal in that the latter exercises general supervision over a Plan Review and Construction division, a Permit and Code Enforcement division, or Special Unit program or a Fire Marshal service contract office. This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives. Meet the Team! The Riverside County Fire Department is one of California's largest integrated, cooperative, regional fire protection organizations. The Department, a unique partnership between State of California Department of Forestry and Fire Protection (CAL FIRE) and the County of Riverside, serves 19 partner agencies and 1 community service district. The Department has five core values: Leadership, Competence, Integrity, Safety, and Customer Service. * Manage and evaluate the work of technical and professional staff; conduct and review performance evaluations; prioritize and assign work; ensure staff is trained; effectively recommend personnel actions related to performance, leaves of absence, grievances, work schedules, hiring, termination, and disciplinary procedures. * Serve as a management team member in evaluating and resolving fire prevention operational problems and making appropriate decisions; prepare, maintain and present staff reports and other necessary correspondence related to County Fire Office of the Fire Marshal operations; provide responsible administrative support to the Fire Marshal. * Plan, direct, develop, and coordinate comprehensive fire prevention programs; evaluate and resolve operational problems and make appropriate decisions. * Manage and prioritize development of code and construction activities, plan review, construction inspection, permit and code enforcement, special event permitting, and contract city Fire Marshal programs. * Coordinate operational activities to ensure consistency in application of codes, standards, policies and procedures across jurisdictions within the County Fire Office of the Fire Marshal. * Participate in developing and administering the Fire annual budget; review and analyze records and reports of work production, costs, equipment, and staff resource utilization to evaluate effectiveness and control; recommend additional funds needed for staffing, equipment, materials and supplies. * Develop, implement and keep subordinates informed of County Fire Office of the Fire Marshal management goals and objectives, work plans, priorities, policies, and procedures; ensure procedures, methods and related work changes are implemented and that their impact is evaluated and reported to upper management. * Participate in preparing and updating the Riverside County Master Fire Plan. * Serve as contract Fire Marshal and develop, implement and supervise the localized fire prevention program and local service operations while maintaining program consistency across jurisdictions. * Coordinate the fire inspection functions of the County Fire Office of the Fire Marshal division with other department divisions, government agencies, partner jurisdictions and the public; assist the public and other employees with technical inquiries related to Fire Prevention operations; oversee and resolve difficult and sensitive inquiries or complaints. * Develop and review proposed code amendments and provide professional recommendations to the Fire Marshal. * Conduct legislative and regulatory analysis, including research and interpretation of proposed chaptered legislations and regulations. * Serve as liaison with region managers, County and City departments, government agencies, divisions, partner jurisdictions, and general public. Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in fire science, public or business administration, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.) Experience: Five years of progressively responsible fire prevention and/or suppression experience or equivalent education, training and experience which demonstrates possession of the listed knowledge and abilities. Knowledge of: The principles of management, supervision and strategic planning; principles, theories, techniques and trends of public administration including financial management, labor relations and related programs; budgeting principles and practices; project management principles; practices of staff development and progressive discipline; principles and practices of fire prevention, inspection plan review and code enforcement; principles and methods of fire prevention education; chemical properties and their hazards; State Fire Marshal's regulations and prevailing practices in fire prevention; California Fire Code and California Building Code; applicable federal, state and local laws, codes, and regulations; principles of customer service; report writing methods and mathematical concepts; effective communication and interpersonal and consensus building techniques. Ability to: Manage, direct and coordinate work of technical and clerical personnel; monitor, evaluate and develop employees; provide professional leadership and direction; develop teams and work with diverse agencies and customers; prepare clear, concise and complete reports, written correspondence and documentation; analyze regulations and legislation; interpret and apply applicable federal, state and local laws, rules, and regulations; evaluate alternate means and methods to meet the intent of applicable codes; analyze data, recognize problems and make decisions; negotiate problem resolutions; handle multiple tasks simultaneously; establish and maintain effective and tactful working relationships with fellow employees, supervisors, subordinates, and the general public; use effective communication and interpersonal skills sufficient to exchange or convey information and work direction; provide quality customer service. Other Requirements: License/Certificate: Possession of a valid California Driver's License. Possession of P.O.S.T. approved Penal Code 832 certification may be required as a condition of employment. Possession of or ability to obtain valid Fire Inspector I, Fire Inspector II and Plans Examiner Certifications issued by the California State Fire Marshal or the International Code Council or the equivalents within one year.
