POSITION DUTIES AND QUALIFICATIONS SUMMARY OF DUTIES: Supervises daily operations and administrative functions of the water quality laboratory. DUTIES AND RESPONSIBILITIES:* Position Specific Summary The Water Quality Laboratory Manager position at the City of Tucson's Water Department manages the daily operations of the Water Quality Laboratory which is licensed by the State of Arizona for Drinking Water and Wastewater testing by EPA and Standard Methods. The Water Quality Laboratory provides potable and non-potable water sampling, testing, and reporting services for the Water Department, other City of Tucson Departments, and various outside entities. Work is performed under the supervision of the Water Administrator. This position exercises supervision over the Water Quality Laboratory personnel. Duties and Responsibilities Compliance (30%) - Essential Tracks the collection and analyses of water samples from various sources. Reviews and evaluates in-house and subcontracted laboratory data. Provides notification to internal and external clients of exceedances. Generates and submits electronic data uploads and State reporting forms for Drinking Water Compliance, Reclaimed water and monitors wells, Aquifer Protection, Arizona Pollutant Discharge Elimination (AZPDES), and Reuse permits. Responds to data requests, updates projects, schedules, queries, reviews, and reports from the division, the Water Department, the City and other consultants through the Lab Information Management System (LIMS). Maintains familiarity with the Arizona Department of Health Services (ADHS) licensed laboratory auditing process and responds to all audit findings and recommendations. Supervision (25%) - Essential Manages day to day operations of the Water Quality Laboratory, all laboratory related projects, and Water Quality Laboratory personnel. Participates in the hiring process for all laboratory staff, identifying staffing requirements and needs for future projects and workload. Analyzes processes to identify improvement opportunities, areas of inefficiencies, and technological advancements to increase productivity of the laboratory. Communicates pertinent information and relays issues within the Water Quality Laboratory to the division's Water Administrator. Communicates employee performance goals and objectives within the Water Quality Laboratory and performs direct employee evaluations annually. Works with division's Water Administrator to identify budgetary shortfalls and the need to replace or repair laboratory equipment in order to ensure departments objectives and regulatory compliance with regulators such as Environmental Protection Agency (EPA), Arizona Department of Environmental Quality (ADEQ), Pima County Department of Environmental Quality (PDEQ) and Arizona Department of Health Services (ADHS). Encourages and maintains a harmonious work environment for all employees by providing performance metrics and acknowledging outstanding work performances. Promotes a safe work environment and high safety standards by identifying potential hazards and applying mitigation solutions immediately, as well as implementing and ensuring compliance of City of Tucson safety and general policies and procedures, including Standard Operating Procedures (SOPs) for the laboratory. Utilizes approved SOPs to implement new methods and analyses into the laboratory. Reviews and approves the Quality Assurance Plan and Chemical Hygiene Plan for the laboratory. Subcontract lab scheduling and coordination (20%) - Essential Coordinates subcontracted lab testing services to assist laboratory personnel with receiving, reviewing, and processing lab reports, electronic data, and invoices. Communication (10%) - Essential Facilitates and participates in meetings and discussions with lab and department personnel regarding water quality challenges, projects, data requests and daily operating strategies within the laboratory. Provides information on laboratory functions and activities for new City employees in the Water Department, the public, and elected officials such as City council members. Budget Management (10%) - Essential Assists the Administrator with reviewing and revising the annual budget for the Water Quality Laboratory. Approves and tracks all lab-related purchases including contracts for equipment and services to prevent overspending. Identifies opportunities for cost savings and efficiency improvement within the department. Other duties as assigned (5%) - Non-Essential Performs all other duties and tasks as assigned. Assists with special projects and assignments as required. Represents the department at offsite events as needed. Working Conditions Some exposure to light physical or environmental conditions (noise, dust, weather, etc.) * All duties, responsibilities, and percentage of time listed are subject to change. MINIMUM REQUIRED QUALIFICATIONS: Education: Bachelor's degree Work Experience: Five (5) years of directly related experience Any combination of relevant education and experience may be substituted on a year-for-year basis.
