ofm.wa.gov Hybrid: Our physical office is in Olympia, WA. Telecommuting is available, but you must be able to come into the office when necessary. We will strive to give reasonable notice.   The Job Opportunity: As a Web Manager, you will be responsible for setting strategic direction for the website design, user interaction and user experience, and accessibility for statewide enterprise systems and OFM applications that the Information Technology Services division supports. Additionally, this position sets strategic, tactical and architectural direction for future solutions that are designed from an enterprise perspective and are created to be repeatable, extensible, and reusable. Learn more     Our work at the Office of Financial Management (OFM) serves as a crucial part of the decision-making that the governor, Legislature, and state agencies do each year. What you'll work on: * Develop and mentor the team to perform at the highest level.  * Scale and drive efficiencies by optimizing the tech health of our website to meet performance standards (page load), code standardization, and scope technical requirements for new web projects and components. * Provide updates to ITSD leadership and OFM management as needed and act as a liaison with other business units and agencies by developing productive collaborative relationships and utilizing clear and effective communication. * Establish strategic goals and roadmap for the team. Provide guidance on budget or resource needs with the goal of sustaining websites and microsites, including the development of third-party integrations. * Monitor and evaluate emerging technologies, evaluate their use, provide thought leadership and perspective in support of ITSD's strategic and tactical goals and for adoption where appropriate on OFM websites and OFM applications. * Use analytics, usability, best practices, user feedback, and agency priorities to make informed decisions about standards, policies, and overall digital strategy. * Use practical understanding (including capabilities and limitations) of current technologies used to design rich experiences (e.g.Figma, Miro, etc.). * Develop and maintain UX, accessibility, testing strategy and Web roadmap for ITSD. * Conduct end to end testing on web related requests to ensure sound deployments and a seamless customer experience while addressing all requirements. * With a performance and data analysis mindset, monitor traffic, utilization, and site performance of OFM website; evaluate data to identify, prevent and resolve UX and performance issues. What we need you to bring: Required Qualifications:  * Bachelor's degree in information technology or human-Computer Interaction, Accessibility Studies or related technical discipline, and/or equivalent work experience.* * Year for year relevant experience can be considered in lieu of formal education. * 5 years in a similar role with a proven track record of developing and implementing UX/UI strategies * 4 years in accessibility with strong knowledge of WCAG 2.2 guidelines and ADA compliance. * Experience managing a web team and creating impactful UX/UI solutions. * Experience leading user experience (UX) design and usability testing with a focus on accessibility. * Proficiency/experience in the following: * CSS, HTML, Dynamic HTML, JavaScript, and familiarity with mobile development methodology * Wireframing and prototyping tools (e.g. Figma, Sketch, Adobe XD)  * Data analytics platform (E.g. Google analytics, hotjar, Ahrefs) * Expert knowledge of website CMS systems (e.g. contentful, Drupal, Joomla, WordPress, SharePoint) * Knowledge of WAI-ARAIA standards and authoring practices * Experience using accessibility testing tools (e.g. axe DevTools or similar) Desired Qualifications:  * Familiarity with mobile development technologies. * Familiarity with DevOPs practices for website deployment and maintenance. * Familiarity with Assistive Technology such as screen readers, switch access, and voice control. * In depth understanding of digital UX/UI best practices. * Expertise in end-to-end iterative design process including personas, journey mapping, prototyping and user testing. * Experience in design, research, including competitive analysis, pattern research, qualitative interviews, A/B testing and insights synthesis. * Strong knowledge of related principles such as information architecture, interaction design, and brand communication.
