Job Summary The Office of Chairwoman Nora Vargas is recruiting a highly motivated and experienced professional to serve as Community Engagement Manager for District 1. Under the leadership of Chairwoman Vargas and reporting to the Chief External Affairs Officer, the Community Engagement Manager will enhance a team of dedicated, productive, and community-focused professionals committed to advancing the Chairwoman's strategic vision, mission, and values of fostering a healthier and stronger San Diego. The ideal candidate will possess a keen understanding and interest in community organizing, politics, policy, and advocacy. This role demands a team player with excellent community relations, writing, and organizational skills, a strong work ethic, the ability to think swiftly in a fast-paced environment, and meticulous attention to detail. As a Community Engagement Manager, you will be responsible for developing, implementing, and overseeing strategies to boost community involvement in various initiatives. The Community Engagement Manager will work for the public good in an environment that is dynamic, demanding, fast-paced and fulfilling. DUTIES AND RESPONSIBILITIES: * Support the Chief External Affairs Officer across all duties, including organizing meetings with community stakeholders, business owners, volunteers, and residents in designated neighborhoods and cultivating relationships with regional elected officials. * Collaborate closely with the Chief External Affairs Officer to develop and execute engagement strategies and devise and implement inclusive community engagement plans that are aligned with Chairwoman's objectives. * Work together with the External Affairs team, will work to ensure that the Chairwoman's field initiatives and constituent services align with and advance her strategic goals and objectives. * Develop and Implement Engagement Strategies: Create and execute comprehensive community engagement plans that align with Chairwoman's goals and objectives. * Outreach and Relationship Building: Establish and maintain relationships with community leaders, local organizations, and key stakeholders to enhance collaboration and support. * Collaborate with various stakeholders to foster community involvement and ensure alignment with community needs and priorities. * Staff Chairwoman at events and meetings, including briefing the chairwoman beforehand on important contacts and issues and introducing the Chairwoman to community members and key stakeholders. Acts as the representative for the Chairwoman by attending district-related events and meetings on her behalf, including public speaking or certificate/proclamation presentations/commendations. * Will regularly prepare memos, advance briefings, and talking points for the Chairwoman. Will advise the Chief External Affairs Officer on key community issues and trends. * Perform constituent services and casework as needed. Monitor and track constituent concerns with outstanding issues. Responds to constituents both verbally and through written communication as to the Chairwoman's position on issues. * Develop proactive, positive opportunities for community engagement and participation. Identify potential opportunities for Chairwoman to uplift a community concern. * Other duties and responsibilities as assigned. Knowledge, Skills and Abilities Required * Skills in legislative advocacy, innovation, negotiation, and persuasion. * Ability to prepare a variety of written communications, including but not limited to Board Letters, executive summaries, reports, testimony, fact sheets, etc. * Excellent communicator, including communicating effectively with all levels of management and staff, as well as external entities, partners, and stakeholders. * Ability to and value for interacting with diverse communities and backgrounds. * Ability to work collaboratively across the enterprise. * Skilled and committed to developing positive, solution-centered relationships. * Demonstrates proficiency in executing, coordinating, and overseeing engagement strategies, including community presentations, events, focus groups, surveys, and listening sessions to facilitate community involvement. * Strong critical thinking and writing skills, with the ability to adapt content to different audiences. * Knowledge of Microsoft Office Suite/Adobe software (PowerPoint, Excel, Word, Adobe Creative Suite) PREFERRED SKILLS AND EXPERIENCES * Political relationships and acumen. * Bilingual in English and Spanish. * Experience in community engagement, social/economic policy, or economic justice roles is essential, with a proven track record of achieving outcomes that advance equity and address disparities and disproportionality. * Experience organizing or digital campaigning experience in labor union campaigns, political campaigns, or community organizing experience or education in lieu of experience. MINIMUM QUALIFICATIONS Bachelor's degree in political science, public policy, public administration, public affairs, digital marketing, public relations, or related field. Three to five (3-5) years of experience in local government desired. Previous experience in public policy, government affairs, public affairs, public relations, advocacy, organizing or related field. Salary will be based on experience and expertise. Additionally, compensation will include the county's benefits for unclassified employees.
