The Atlantic Council's Cyber Statecraft Initiative (CSI), part of the Atlantic Council Technology Programs seeks a talented and team-oriented individual for an entrepreneurial position as a Resident Senior Fellow. The candidate will be deeply engaged in driving research and analysis rooted in real-world policymaking challenges infused with technical understanding. The candidate will work with CSI's leadership to manage the team's research program and collaborate with existing staff on core programming and research including: * Proliferation of offensive cybersecurity capabilities and their integration into the activities of other kinetically focused non-state actors * The evolution of Chinese cyber operations and their impact on public-private cooperative mechanisms and the nexus between security and industrial policy across the US and allies * Patterns of decision-making and policy implications of industry in conflict including the provision of cyber capabilities and infrastructure * Challenging contemporary thinking about the construction and operations of proxy actors especially with respect theories of their development and use * Support for the Cyber 9/12 Strategy Challenge series This candidate will help lead publications and external communications of the Cyber Statecraft Initiative with senior government partners, including in the United States and the United Kingdom, as well as leading industry practitioners. The candidate will have a stake in the direction and operation of the Initiative including ownership of complex policy analysis and educational projects like Breaking Trust. They should provide direct oversight to ongoing research projects and leverage both formal academic training and practical experience in policy analysis or operations in cybersecurity. The successful candidate will be a strong collaborator and willing to develop project management and small group leadership capabilities alongside a deep and mature body of research. They will develop their own, and collaborating with others, work which directly informs policy interventions. The ideal candidate will transcend a superlative individual contributor role to identify topics for complementary work by others at the Council, cultivate collaborative relationships with Initiative(s) staff, and help support broader team activities including communications and external engagement. This role would bear relevance to UK government interests, including the Threat and International Pillars of the UK National Cyber Strategy. The work of this position would also directly link to cyber policy work currently led or underway in the UK Cabinet Office, Foreign Commonwealth and Development Office, Ministry of Defense, Home Office, and National Cyber Security Centre. This position is remote with a preference for candidates regularly available in Washington, DC. Pay is commensurate with experience, education, and organizational equity, with offers starting at $90,000. Job Responsibilities: * Policy Analysis. Design and execution of complex technical and policy research projects. Research, writing, community building, and stakeholder outreach on pressing cybersecurity and strategy topics including the geopolitics and security of cyberspace, emerging technology risk, and asymmetric security issues. * Project and People Management. Work with the Director(s) to design and execute projects including management and communication of Initiative programming and content, coordination with Council fellows and staff, and limited administrative tasks (e.g., invoicing, and tracking of project expenses). * Content Development and Publications. Support the development of content for publications, including collaborating on and editing reports, issue briefs, policy memos, op-eds, and digital content for the Initiative(s). * Supervision and Coordination. Manage interns, integrate non-resident fellows and board directors into Initiative(s) programming, and leverage the Council's other programs/centers and network. * Event Management. Independently implement and manage logistics for public and private events. * External Outreach/Communications. Represent the Atlantic Council and the Initiative(s) externally and internally, with key government, international, and industry actors, and drive impact around core events and projects, including through social media promotion, multimedia, and briefings. * Limited Business Development. Support the Initiative(s)' development efforts, including drafting proposals, project budgets, preparing briefing materials, and conducting prospect research. Qualifications: * Minimum 3-5 years of experience in cybersecurity (research, policy analysis, etc.). * Curiosity and motivation to explore issues of cyber policy, technology, computer science, and national security, with some familiarity with policy and strategy perspectives on challenges in cyberspace. * Demonstrated ability to work in a fluid environment and multi-task to address concurrent needs in a highly collaborative team. * Ease in communicating complex cybersecurity ideas to industry peers and high-level laypeople. * Excellent writing and editing skills required, with strong attention to detail.
