Videos Help Duties This position serves as a vital part of the VA Police Services often serving as the face of the VA and as the first person a Veteran or visitor encounters when entering a VA facility. The position provides security and assistance to Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities daily. The incumbent of this position is expected to empathize, engage, and communicate with all individuals they encounter to ensure a positive outcome and the safety of the facility and all its occupants. This position works in collaboration with the Major who serves as the incumbent's immediate supervisor. Duties include but not limited to: * Manages, supervises and coordinates law enforcement activities for a police department. * Establishes priorities to coordinate, plan, organize and complete work effectively and efficiently. * Revises work schedules to meet changes in workload considering factors such as peak loads, availability of manpower and processing time requirements. * Empathizes, engages, and communicates with all individuals encountered to ensure a positive and safe environment. * Evaluates, counsels, and motivates staff within a police department. * Plans work schedules and instructs employees on difficult work operations to ensure deadlines are met. * Prepares performance standards and performs staff performance evaluation. * Receives and resolves formal and/or complex complaints of employees. * Prepares formal requests/recommendations concerning promotions, reassignment, recognition of outstanding performance, and personnel needs. * Makes independent decisions to take/direct/coordinate immediate steps to preserve life and property. * Develops, implements and revises departmental policies and procedures. * Takes disciplinary action as deemed necessary and/or proposes to higher authority specific disciplinary action consistent with the problem and facts. * Determines if a situation is a real or potential threat and decides whether standard or special procedures are appropriate. * Formulates and issues written instructions and procedures and special instructions for non-routine or complex assignments or to clarify published guidelines. * Oversees the functions of Police Officers and detectives to ensure compliance with department policies, procedures, regulations and standards. * Performs administrative functions such as reviewing correspondence, budget requests and activity reports. * Evaluates and recommends changes to crime prevention programs. * Identifies the development and training needs for police staff. * Researches, assesses needs and establishes specific programs to address neighborhood law enforcement, administrative or operational issues. * Investigates incidents and takes steps to mitigate further risk and resolve incidents that are beyond the scope of standard procedures. * Conducts or coordinates long- and short-term investigations when solutions cannot be achieved. * Analyzes facts to identify suspects and develop case information. * Keeps abreast of policing best practices, the latest policing technology, and the latest criminal and policing laws, rules, and regulations to provide advice and guidance. * Ensures compliance of physical security standards, rules and regulations. * Evaluates security situations and determines the most appropriate course of action. * Provides emergency response coordination as needed. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. FIREARM QUALIFICATION REQUIREMENT: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.
