Summary This position is located in the Department of Policy and Evaluation (DPE). Although the position is advertised equivalent to GS-12/13, MCC uses a pay banded system to compensate employees. Help Duties As a Program Officer/Senior Program Officer (Monitoring & Evaluation (M&E), you will: * provide technical support and guidance to country teams and partner countries throughout the program life cycle on the development and updating of logical frameworks (theories of change) and program M&E Plans to document performance indicators, data sources, and evaluation plans; * review quarterly performance data for timeliness and accuracy, and supports the analysis and use of this data to inform decision-making; * reviews program operational documents produced by MCC country teams and partner country entities to ensure alignment with the M&E Plan and adherence to the MCC M&E Policy; * establish and maintain close working relationships with the M&E officers in the partner country to assist them in implementing the program M&E Plan; * support effective reporting and dissemination of program results to internal and external stakeholders in accordance with relevant MCC policies and guidelines; * develop the Terms of Reference for and manage independent evaluation contracts, which will include supporting the development and implementation of appropriate evaluation designs and the production of actionable evidence and learning related to program results; * monitor trends in development research and practice and identify opportunities to apply this learning to MCC programs and evaluations; and * perform other tasks as assigned Help Requirements Conditions of Employment * Must be able to obtain and maintain a federal security clearance * Relocation expenses will not be paid * More than 1 job may be filled if additional vacancies occur within 120 days * Some domestic and international travel may be required Qualifications To qualify for pay band 4B applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4C (GS-11) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as monitoring and evaluating international development program/projects; constructing and managing databases of information related to tracking the results of development projects; conducting research involving program/project issues and preparing summaries; acting as liaison with individuals and groups both inside and outside an organization regarding program and organizational matters; and preparing a variety of written documents, such as staff papers, status reports, or policy recommendations. Note: This experience MUST be well documented within your resume or application. To qualify for pay band 4A applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4B (GS-12) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.
