Description This is a full-time position with Carson City Public Works. Depending on experience, this position may be either an Assistant Project Manager, Project Manager or a Senior Project Manager. Assistant Project Manager Under general supervision, performs engineering work, including conducting engineering feasibility studies, performing design work and developing and administering professional services or construction project contracts; reviews plans and inspects projects; collects and presents data and prepares reports; provides information and advice to the public. Project Manager Under general supervision, performs engineering work related to the coordination and supervision of major and minor construction and renovation projects, assuring that plans, specifications, codes, time schedules, and budgets are adhered to; provides complex inspections of projects, confers with contractors and consultants on the development and completion of projects. Senior Project Manager Under general supervision, plans, supervises, reviews and evaluates and performs the work of providing professional project management oversight for City projects; provides leadership and consultative expert assistance to staff in the areas of plan review, project design, cost estimating, construction contract documents, quality assurance, construction inspection, construction materials, etc. Salary Ranges: Assistant Project Manager (FLSA non-exempt) (Employee/Employer-Paid NV PERS Retirement) $43.4102 - $60.7742 hourly $90,293.32 - $126,410.44 annually (Employer-Paid NV PERS Retirement)$36.5780 - $51.2093 hourly $76,082.24 - $106,515.24 annually Project Manager (FLSA exempt) (Employer-Paid NV PERS Retirement) $77,251.63 - $123,602.60 annually Senior Project Manager (FLSA exempt)(Employer-Paid NV PERS Retirement) $84,976.73 - $135,962.77 annually If you have any questions regarding the different salaries for these three positions please contact Human Resources at 775-887-2013. Examples of Duties This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills. Assistant Project Manager: * Designs, prepares, and evaluates preliminary and final plans and specifications for a variety of public works projects. * Performs engineering oversight on various construction projects; coordinates daily activities, ensures compliance with plans and specifications, and administers contracts. * Conducts feasibility and cost studies; recommends alternative approaches, including the use of contract services and the incorporation of new methods and materials. * Reviews and evaluates parcel maps, records of survey, subdivision and construction plans and other documents submitted by the public; provides engineering design and code information and ensures that designs meet accepted industry and legal standards. * Conducts research studies and prepares reports and recommendations regarding land use, building and facility design, transportation, housing, redevelopment, and a variety of engineering-related community service needs. * Assists the Chief Storm Water Engineer in all aspects of the National Floodplain Insurance Program, Community Rating System and the National Pollutant Discharge Elimination System. * Uses computers and software programs for various technical modeling, calculation, computer-aided drafting and similar engineering projects and studies. * Prepares a variety of written communications, including analytical reports, correspondence; directs the preparation of graphic materials. * Makes field surveys and investigations related to engineering projects or requests. * Answers questions and provides information and assistance to the public in person, on the telephone and in writing. * Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a team. * Uses standard office equipment, including a computer, in the course of the work; drives a motor vehicle to attend meetings and inspect property sites. * Demonstrates courteous and cooperative behavior when interacting with elected officials, clients, visitors, and staff; acts in a manner that promotes a harmonious and effective workplace environment. Project Manager: * Provides construction project coordination and management of construction/development and renovation projects of varying degrees of complexity. * Performs designs based on goals, objectives and specifications of projects. * Visits construction/renovation sites as required; conducts site inspections. Confers with developers, engineers, architects, contractors, property owners and others to explain codes, regulations and procedures. * Coordinates all utility installations with contractors, architects, engineers, and utility companies. * Conducts inspections as required of all aspects of the construction process; interpreting, explaining and enforcing regulations, ordinances, and policies to contractors' construction superintendent; approving minor change orders and discussing major change orders with the City Engineer. * Provides cost estimates and bids; bids out the job; selects, negotiates contracts and works with the design consultants and contractors; serves as the primary contact with the Contractor. * Reviews plans, maps, job specifications, material testing lab reports, contracts and other documents to ensure conformance with federal, state, City and industry codes and regulations. * Interprets, explains and enforces regulations, ordinances and policies to developers, contractors, representatives of other agencies and the public; confers with engineers and building inspection staff regarding possible changes to plans and problem resolution. * Prepares daily progress notes on each project. Identifies needed changes to construction plans and details; evaluates alternatives and makes effective recommendations. * Reviews proposals for changes to contracts; negotiates rates with contractor for changes; recommends acceptance/rejection based on value negotiation. * Drives a motor vehicle to attend meetings and visit various work sites. * Demonstrates courteous and cooperative behavior when interacting with elected officials, public, contractors, and staff; acts in a manner that promotes a harmonious and effective workplace environment Senior Project Manager: * Provides construction project coordination and management of construction/development and renovation projects of varying degrees of complexity. * Visits construction/renovation sites as required; conducts site inspections. Confers with developers, engineers, architects, contractors, property owners and others to explain codes, regulations and procedures. * Conducts feasibility and cost studies; develops engineering solutions to complex problems related to such areas as bridges, storm or sanitary sewers, roadways, water systems, flood control systems, and office or plant facility design and retrofitting; recommends alternative approaches, including the use of contract services and the incorporation of new methods and materials. * Prepares project designs, cost estimates, specifications and project schedules. * Composes requests for proposal and contract specifications for design and construction services; participates in the selection of contractors and administers professional service contracts. * Serves as the field representative on the project by conducting inspections as required of all aspects of the construction process; interpreting, explaining and enforcing regulations, ordinances, and policies to contractors' construction superintendent; approving minor change orders and discussing major change orders with the City Engineer. * Provides cost estimates; bids out the job; selects, negotiates contracts and works with the design consultants and contractors; serves as the primary contact with the Contractor. * Reviews plans, maps, job specifications, material testing lab reports, contracts and other documents to ensure conformance with federal, state, City and industry codes and regulations. * Drives a motor vehicle to attend meetings and visit various work sites. * Interprets, explains and enforces regulations, ordinances and policies to developers, contractors, representatives of other agencies and the public; confers with engineers and building inspection staff regarding possible changes to plans and problem resolution. * Prepares daily progress notes on each project. Typical Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Assistant Project Manager: Education and Experience: Bachelor's degree in engineering or a closely related field; AND one (1) year of civil engineering experience; OR an equivalent combination of education, training and experience as determined by Human Resources. REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS: * Valid driver's license. * Nevada Engineer-in-Training Certificate, preferred Project Manager: Education and Experience: Bachelor's Degree in engineering or a closely related field; AND four (4) years of civil engineering experience; OR an equivalent combination of education, training and experience as determined by Human Resources. REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS: * Valid Driver's license. * Current registration as a Nevada Professional Engineer, or the ability to obtain licensure within six (6) months from date of hire or appointment. Senior Project Manager: Education and Experience: Bachelor's Degree in engineering or a closely related field; AND four (4) years of professional civil engineering experience; OR an equivalent combination of education, training and experience as determined by Human Resources. REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS: * ValidDriver's license. * Nevada Registration as a Professional Engineer (PE) at time of hire or appointment. Required Knowledge and Skills (Both Positions) Knowledge of: * Engineering objectives, principles, procedures, standards, and practices. * Statistical analysis and mathematical concepts related to the engineering process. * Terminology, symbols, methods, techniques and instruments used in engineering graphics and drafting. * Principles and practices of materials and soils analysis and grading. * Computer applications related to the work. * Engineering mathematics. * Business letter writing and the standard format for typed materials. * Record keeping principles and practices. * Safety principles and practices related to the work. * Correct business English, including spelling, grammar and punctuation. * Applicable laws, codes and regulations. * Project design and management principles and techniques. * Techniques for dealing with a variety of individuals, at all levels of responsibility, in person and over the telephone, where relations may be confrontational or strained. Skill in: * Researching, analyzing, and summarizing engineering data both manually and with computer applications. * Interpreting maps, plans and specifications, graphs and statistical data. * Making complex engineering calculations quickly and accurately. * Preparing clear, concise and complete technical documents, reports, correspondence and other written materials. * Exercising sound independent judgment within established procedural guidelines. * Establishing and maintaining effective working relationships with those contacted in the course of the work. * Understanding and applying federal, state and local laws, regulations, policies, procedures and standards pertaining to engineering and construction. * Representing the City effectively in meetings with developers, contractors, representatives of business, community and professional groups and the public. * Communicating effectively in oral and written forms. SUPERVISION RECEIVED AND EXERCISED: Under General Supervision- Incumbents at this level are given assignments and objectives that are governed by specifically outlined work methods and a sequence of steps, which are explained in general terms. The responsibility for achieving the work objectives, however, rests with a superior. Immediate supervision is not consistent, but checks are integrated into work processes and/or reviews are frequent enough to ensure compliance with instructions. Supplemental Information CONDITIONS OF EMPLOYMENT: * Unclassified employees are "At Will" and as such, may be terminated at any time for any reason, or no reason. * Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation. * Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency. * Employees may be required to complete Incident Command System training as a condition of continuing employment. * New employees are required to submit to a fingerprint based background investigation which cost the new employee $48.25 and a drug screen which costs $36.50.
