Major Functions
The County of Volusia is seeking a Corrections Warden for the Division of Corrections. This position is located in Daytona Beach, Florida, and will behighly responsible administrative and supervisory work in the overall planning, organizing, directing and control of one of the County's correctional facilities.
NOTE: Corrections Warden in an unclassified position and serves at-will.
Illustrative Duties
(NOTE: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.)
* Supervises and directs the functions of special risk members whose primary duties and responsibilities are the custody and physical restraint (control) of inmates within the correctional facility.
* Supervises and directs the functions of non-sworn staff.
* Implements and reviews reports of the facility/operation/personnel to determine conformance with policy and objectives.
* Develops criteria for evaluating their effectiveness.
* Investigates and resolves problems relating to the custody and care of inmates.
* Inspects facilities and evaluates subordinates.
* Prepares budget for the Branch Jail and Facility.
* Analyzes and conducts continuance monitoring of approved budget.
* Performs other administrative studies and functions.
* Prepares reports.
* Interprets administrative rules, regulations, and policies and relays instructions thereon
* Represents the facility in correctional matters.
* Deals with the public, visitors, and other agencies.
* May be assigned to other county locations based upon operational needs.
* Attends work on a continuous and regular basis.
* Responds to emergency situations.
* Must adhere to Federal, State, County and Local ordinances.
* Performs other duties as assigned.
Minimum Requirements
Eight (8) years' of experience in Criminal Justice or closely related field and have experience at a large correctional institution with experience in a senior leadership role such as a Captain equivalent or higher, or experience in a senior leadership role such as a Captain with the Volusia County Division of Corrections.
OR
Bachelor's degree in Criminal Justice or closely related field; and have at least four (4) years' experience at a large correctional institution with experience in a senior leadership role such as a Captain equivalent or higher, or experience in a senior leadership role such as a Captain with the Volusia County Division of Corrections.
Must possess and maintain thereafter a valid Florida driver's license.
Must possess and maintain certification as a corrections officer in accordance with the State of Florida.
NOTE:It is this organization's policy that individuals hired into special risk positions may not use any form of tobacco at any time, whether on or off duty, as a condition of employment. Candidates appointed after October 3, 2017, must be nicotine/cotinine free by the time of pre-employment physical/drug exam, including nicotine containing products used in tobacco replacement therapies.
NOTE:This position is mission essential and must be available for on call duty during emergency situations/activations.
External candidates who fail the nicotine portion of the drug screen, but successfully passes all the other screening areas, may be eligible for hire and will have one (1) year from the date of hire to quit using any nicotine products as a condition of employment. The individual being hired is responsible for the cost of the cessation program but may utilize the county provided health insurance and Employee Assistance Programs (EAP) to assist in the cessation.
Structured Interview:
A panel of no less than three (3) staff members, a combination of senior staff members solicited from other Departments within the County and/or the division assistant director or director will interview eligible applicants. This interview will consist of scenario, managerial, and leadership questions applicable to the duties at the rank of Warden. These questions will be graded by the panel based on the answers given.
Selection:
In keeping with Division 7, Section 86-263 (2), County of Volusia Merit System Rules and Regulations (MSRR), selection will be based upon the "Rule of Five".

* Knowledge of State and County laws and regulations relating to the operation of correctional facilities.
* Knowledge of American Correctional Association and Florida Model Jail Standards.
* Knowledge of institutional management practices including care and custody of prisoners.
* Knowledge of individual and group habits, and the attitudes and general behavior of persons held in custody.
* Ability to supervise and review the work of subordinate personnel.
* Ability to exercise judgement and discretion in applying and interpreting policies and procedures.
* Ability to establish and maintain effective working relationships with others.
* Ability to express ideas clearly and concisely, orally and in writing.
* Ability to speak clearly and concisely in English.
* Ability to work under stressful conditions.
* Must be able to relocate to other county locations based upon operational needs.
ADA REQUIREMENTS:
Physical Demands:Ability to see, hear, talk, nm, walk, lift 150 pounds with assistance, pull, push, drag, grasp, feel, finger dexterity, stoop, kneel, crouch, climb. Ability to sit, stand and balance for extended periods of time. The use of personal devices (connective lenses, hearing aids) is permitted along as the individual can effectively defend himself/herself with/without the device. Ability to react immediately, both physically and mentally, to emergency situations. Visual acuity (peripheral vision, depth perception) necessary to operate a motorized vehicle.
Environmental Demands:Primarily inside work. Exposure to confined, closed spaces on a continuous basis. Exposure to heights (towers). Ability to withstand indoor/outdoor climate changes such as heat, humidity, sunlight, rain, and cold for extended time. Ability to withstand exposure to adverse environmental conditions (fumes, chemical sprays, human waste, odors, noises),
Mental Demands:Ability to read and comprehend technical, legal and professional journals and manuals, reports, summaries, laws, statutes and procedures. Ability to perform basic mathematical functions. Ability to apply rules, procedures, laws to real life situations including emergencies. Ability to speak clearly and concisely in English. Ability to write detailed reports, summaries, instructions relaying information in English. Ability to analyze situations for potential infractions, dangers.
