THE POSITION Job Summary: Under general direction, performs journey level professional human resources work in the areas of recruitment and selection, position classification, compensation, employee development, employee relations, benefits and performs related duties as required. ESSENTIAL DUTIES (These functions are representative and may not be present in all positions in the class. Management reserves the right to add, modify, change, or rescind related duties and work assignments.) * Exercises lead and/or functional supervision over paraprofessional and clerical staff. * Performs job analysis, conducts job audits and writes class specifications. * Performs salary reviews and compensation surveys; develops salary and benefits data. * Conducts routine personnel investigations, prepares summary reports and recommends disciplinary action. * May participate and/or assists in labor negotiations; costing of MOU proposals; develop meet and confer language proposals. * Evaluates job applications; monitors recruitment and testing procedures for compliance with city rules and/or policies. * Prepares and validates examinations. * Interprets, implements, and keeps current with laws, rules and regulations related to public employment and benefits. * Administers a variety of benefits programs which may include health, leave, dental, life insurance, vision, retirement, deferred compensation and disability programs. * Prepares reports, Council agenda items, and correspondence. * Performs comprehensive studies; compiles and evaluates data. * Develops forms and procedural manuals. * Attends meetings and training sessions. * Provides information to employees on human resources policies, rules, and procedures. * Recommends, develops, and implements new policies, rules, and/or procedures. * Develops, conducts and coordinates employee training and development programs. * Maintains effective liaison with City workgroups and other agencies; confers with management and other City officials. * Assists in the analysis of new and revised programs and develops staffing and financial proposals to support such programs. * May investigate accidents and inspect facilities, equipment, and buildings and submit necessary report. * Performs related duties as required. QUALIFICATIONS A typical way to obtain the requisite qualifications to perform the duties of this class is as follows: Education and/or Experience: Graduation from an accredited college or university with a baccalaureate degree in human resources, personnel management, public administration, or related educational field and three (3) years full-time paid professional experience in recruitment and testing, classification and compensation, benefits, employment discipline, employee relations, training and development, including at least two (2) years in a governmental agency's human resources or personnel department. Experience and/or education in a related field may be substituted on a year for year basis. Knowledge of: * Principles and practices relating to personnel administration. * Job-content analysis and the establishment of employment standards. * Screening and selection practices, including methodology for determining the reliability and validity of applications, tests, interviewing techniques or other screening process. * Principles of personnel management and methods required to identify and analyze organizational training needs. * Federal, State and local laws pertaining to personnel administration and/or employment. * Functional responsibilities of public sector personnel department and the principles and practices of classification and compensation. * Basic principles of administrative analysis and dynamics of staff-line personnel relationships. * Principles and practices of public agency labor relations including negotiating, structuring language and handling grievances. * Training, safety, and personnel-related laws, principles and practices. * Benefits administration. Skill and Ability to: * Devise appropriate and effective written, oral, and performance examinations. * Prepare a concise and valid class specifications. * Make sound classification and salary analyzes and recommendations. * Interpret and apply personnel laws, rules, regulations and standard procedures; explain personnel procedure, assist in adjudicating complaints, and interpreting memoranda of understanding. * Negotiate and/or resolve issues with employee organizations and individual employees. * Identify problem areas, collect and analyze data, draw valid conclusions and project impacts of decisions and recommendations. * Communicate effectively orally and in writing. * Establish, maintain and foster effective working relationships with those contacted in the course of work. * Prepare clear, concise and grammatically correct reports and correspondence. * Maintain confidentiality of employee information and applicable reports. * Collect, compile and analyze data and information. * Administer a variety of insurance and benefit programs. License and/or Certificate: Possession of a valid California Class C driver's license. Employees in this classification will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record. WORKING CONDITIONS Employee accommodations for physical or mental disabilities will be considered on a case-by-case basis. Positions in this class normally: * Require vision (which may be corrected) to read small print. * Require the mobility of arms to reach and dexterity of hands to grasp and manipulate small objects. Lower body mobility may not be required. * May be required to work at a video display terminal for prolonged periods. * Performs work which is primarily sedentary. Applicants must achieve a cut-off score of 70% or above on the written, performance and oral examination to be placed on the eligibility list. Passing the written, performance and oral examination does not guarantee an invitation to the selection interview. The Human Resources Department reserves the right to invite those amongst the highest scoring to the next phase of the recruitment. City of Carson Summary of Employee Benefits AFSCME (AFSCME Council 36, Local 1017) CalPERS Retirement Formula * 3%@60 Formula - Employees hired before May 6, 2011. * 2%@55 Formula - Classic Members hired on or after May 6, 2011. * 2%@62 Formula - New Members hired on or after January 1, 2013. Other: * Employees pay the full Employee Paid Member Contribution on a pre-tax basis. * 1959 Survivors Program - level 4. Medical Insurance * The City contracts with CalPERS for medical benefits, which offers employees a choice of various HMOs and PPOs. * The City will pay the full family HMO premium from Kaiser Permanente of Los Angeles Region (including Riverside and San Bernardino counties) for each Unit member and eligible dependents. - a cafeteria cap of $200.00, per month, will be placed on any remaining premium monies. * Employees may elect to discontinue or not enroll in the health insurance program upon proof of equal coverage. These employees shall receive 75% of the lowest 2-party premium to be deposited into the employee's City-sponsored deferred compensation account. Dental Insurance * The monthly dental premium is fully city-paid. * Employees may elect to discontinue or not enroll in the dental insurance program upon proof of equal coverage. If this option is selected, employees shall receive 75% of the premium to be deposited into the employee's City-sponsored deferred compensation account. Vision Insurance * Employees may purchase vision care through payroll deduction from wages and/or with monies remaining from the sum provided for health insurance. Life Insurance * $100,000.00 Basic Group Term Life Insurance premium paid by the City. Deferred Compensation * Deferred Compensation Plan is available, employee participation is optional. Deferred Compensation City match per calendar year as follows: * One Thousand dollars ($1,000.00) per calendar year for Unit members in the classifications of Senior Clerk, Division Secretary, Administrative Secretary, Human Resources Assistant, Human Resources Specialist, Sr. Human Resources Specialist, Deputy City Clerk, and any other non-exempt classifications thereafter adopted. * One Thousand Five Hundred dollars ($1,500.00) per calendar year for Unit members in the classifications of Principal Administrative Analyst, Sr. Risk Management Analyst, Human Resources Analyst, Sr. Human Resources Analyst, Senior Administrative Analyst, Administrative Analyst, and any other non-exempt classifications thereafter adopted. * Two Thousand dollars ($2,000.00) per calendar year for Unit members in the classification of Executive Assistant. * Two Thousand Four Hundred Dollars ($2,400.00) per calendar year or at the same level as members within the AME bargaining unit, whichever is higher, for Unit members in the classifications of Risk Manager, Public Information Manager, Human Resources Manager, and Sustainability and Innovation Manager. Annual Professional Development Allowance * The City provides ($650.00) for Exempt employees and the classification of Executive Assistant, and ($300.00) for Non-exempt employees payable within the first quarter of each fiscal year. Education/Tuition Reimbursement * The City will reimburse employees up to the California State University in-state rate (per semester, quarter, or academic year).
