The purpose of the position is to ensure that, in the course of acquisition and systems engineering activities, the Coast Guard adequately identifies, evaluates, and plans for manpower and 'total workforce' aspects of operations and support, particularly as new assets are brought into service or existing assets are modified. An important secondary function of the position is to align acquisition workforce and manpower efforts with broader Coast Guard efforts to provide optimal solutions to human capital requirements. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: * Providing authoritative technical leadership to promote and integrate Manpower, Workforce and Personnel factors into Coast Guard Programs. * Providing authoritative professional and administrative guidance and implementation of Manpower, Workforce and Personnel policy in program matters for the development, testing, fielding and sustainment of Coast Guard assets and systems throughout the Coast Guard. * Conducting front-end workforce manpower needs analyses of all surfaces, air and shore acquisition projects and developing strategies and procedures in meeting these needs. * Synthesizing input from disparate sources (Sponsors, Program Managers, Rating Force Master Chiefs, contractors). Qualifications To qualify at the GS-14 grade level, applicants must have one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience includes the following: * Leading a team of analysts, with overall project responsibility as the primary organizational or project representative conducting Service-wide (or major component thereof) studies or projects dealing with significant changes in workforce distribution, positions, or related organizational structures. * Serving as a member of Acquisitions Integrated Product Teams (IPTs) and Work Groups, responsible for the determination of the proper quantity and quality (i.e., experience, specific capabilities, and other human characteristics) of military billets/civilian positions/contractor man-hours and the organizational structures needed to operate, maintain, and support all systems acquisitions. * Coordinating efforts of personnel working on projects so that goals are achieved in a timely manner. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level.
