The Information Systems Manager 3 oversees 4 units within The Office of Management Information Services (OMIS). The Quality and Compliance Unit develops, modifies and enforces Information Technology Security requirements for OMIS data systems. Involves leading or participating in Internal and external security audits, and interfacing with Federal, State and Local agencies on issues related to data security and data sharing. The Help Desk Unit which currently provides end user support for Peoples' Access to Health (PATH) and/or the legacy systems that are being incorporated into it. Will also be responsible for planning and executing the migration to a fully integrated help desk to support PATH. Also provides Tier 1 support for the WV Statewide Immunization Information System (WV SIIS) Public Health Information Technology Support unit which provides technical assistance, including specialized HL7 Integration assistance to several units within the Bureau for Public Health. OMIS Purchasing Unit which handles the procurement of all information technology hardware, software or services for the Departments of Health, Health and Human Services, Health Facilities, and the Office of Shared Administration. The unit researches technology solutions. develops bid specifications, writes complex procurement documents, evaluates vendor responses, and manages projects and contracts. Serves as the liaison between the agencies and the WV Office of Technology and the State Privacy Office. The ISM 3 frequently serves as a subject matter expert on information technology procurements. The ISM 3 is the agencies Designated Approval Authority for Service requests submitted through the Office of Technology's IT Support Portal. The incumbent will also serve on standing and ad hoc committees and work on special projects assigned by the Chief Information Officer. Substitution: Additional experience as described below may substitute for the above training on a year-for-year basis.   Experience: Six years of full-time or equivalent part-time paid experience in computer programming, office automation planning, purchasing and implementation of hardware and software, teleprocessing, system analysis, or supervision of computer operations. Substitution: A major in computer science may substitute for one year of required experience.
