Implement, manage, and evaluate all grant making programs. Assess, project, and communicate the future health and human service needs of the citizens of Polk County and makes recommendations of plans on how the Division can provide or arrange for the services and resources to help meet those needs. Facilitate and evaluate strategic community health investments within the County by participating and assisting with strategic planning & development of health initiatives within internal programming and with partner organizations. Manage and oversee the grant application process; including database management, writing content, grantor relations, and reporting for division, and other Divisions within the County as directed. Manages System for Award Management (SAM), DUNS, and other grant accounts on behalf of the County. Implement, manage, and provide oversight to the centralization of County-wide grant activities. Partners with internal and external stakeholders to support the work, and the strategic mission and vision of the Division, and the organization as a whole. Provides grant technical assistance and educational workshops to non-profits in the community as assigned and grant management professional development to County-wide departments. ILLUSTRATIVE DUTIES * Collaborates with internal and external stakeholders to collect, organize, analyze, and present information which supports decision making and program funding requirements to meet goals and objectives of the Division and Polk County. * Oversee the creation of and management of a county-wide grant funding database for all Divisions. * Identifies significant gaps in health and human service availability for citizens who are unable to secure affordable medical care, housing, transportation and other social service needs, including but not limited to, the elderly, disabled, chronically ill, and disadvantaged families. * Manage prior, current, and future grants content and processes. * Oversees the development of high-quality grant proposal narratives, applications, and supporting documents. * Oversees researching, collecting data, and writing of each grant. * Trains and educates division managers, team leaders, and administration to ensure grants align with County-wide goals. * Trains, educates, and oversees County-Divisions in proper grant management activities. * Develops and updates County-wide grant policies and procedures for County employees. * Develop and update an online, centralized grant-management resource and database. * Oversee the proposal submission process to ensure timely submission of all required materials. * Ensures the progress of submitted proposals. * Develops an annual grants strategy and maintains timelines. * Oversees prospect research to identify, cultivate and solicit new grants. * Establishes benchmarks and develops forecasts. * Project manages special projects from start to finish as assigned. * Assist with the development of contracts and provide oversight to awardees to ensure compliance with local policy and regulations. * Stays current on planning methods, trends and issues related to human services as an industry. * Provide oversight and management of various internal and external community investment strategies. * Oversees the nutrition education programming. * Monitor, evaluate, and cross-coordinate funding mechanisms across various internal County Divisions and external funders to ensure non-duplication of funded health-related programs. * Drive measurable outcomes within the next 3-5 years. * Reviews and obtains proper interpretation of the laws, rules, and regulations affecting human services and relevant planning functions, including federal, state, and local and ensures the Division is in compliance of those laws, rules, and regulations. * Evaluates and prepares results of all community investment mechanisms and develops system changes in response to findings. * Participates in collaborative planning and grant activities with representatives of County Divisions, other local agencies, and organizations and funding sources as appropriate, and follows through to ensure that all requirements to receive funding are met. * Assists in coordinating activities of the Board of County Commissioners with various participating state and federal agencies as assigned. * Prepares related forms, reports, correspondences, presentations, and grant applications. * Attends and participates in related public meetings. * Supervise and mentor community health investment staff including a Grants Specialist, Community Planner, and the Community Outreach Specialist. * Oversees programming carried out by the UF/IFAS Nutrition Educator for target population. * Performs related duties as required. KNOWLEDGE, SKILLS, AND ABILITIES * Knowledge of human services planning principles, practices and resources. * Knowledge of human services institutions and research methods. * Knowledge of planning and socioeconomic data collection methods. * Knowledge of the implications of socioeconomic conditions as they affect human service providers and their customers. * Knowledge of basic statistics. * Knowledge of fiscal management and budgeting practices and principles. * Demonstrates ability to solve problems, think critically, and evaluate a variety of complex challenges and recommend practical solutions. * Ability to plan, organize, coordinate, and facilitate the work of ad-hoc multidisciplinary teams or groups. * Demonstrated success and ability to produce effective grant proposals. * Ability to effectively manage grants. * Plan, coordinate, and recommend actions and implement approved recommendations. * Prepare and present concise, logical oral and written timely reports on grant application status and processes. * Strong attention to detail along with excellent writing, editing, presentation and interpersonal skills. * Explain policy and recommendations on a wide variety of human service issues. * Ability to analyze and project outcomes of decisions and/or recommendations. * Ability to multitask, work well under pressure, maintain deadlines, and effectively manage, and adjust to multiple shifting priorities. * Ability to communicate effectively both orally and in writing. * Ability to understand, project and communicate information concerning public issues, services and costs. * Ability to learn and interpret county, state and federal policies pertaining to and impacting public health and human services issues. * Ability to conduct studies and to interpret findings. * Ability to exercise good judgment. * Ability to respond promptly and diligently to requests. * Ability to effectively use all means of communication and investigation appropriate to accessing, creating, and sharing knowledge in the field of human services and community health delivery. * Ability to establish and maintain effective working relationships with employees, contractors, officials, and the public. * Ability to perform independently or as a member of multiple team efforts across diverse groups having responsibilities for providing County services. * Experience working with project teams to ascertain and achieve multi-divisional objectives, both with internal and external stakeholders. * Effective decision maker; leverages resources; demonstrates ethical behavior; maximizes team effectiveness; and supportive of change. * Ability to effectively lead, supervise, and mentor multiple direct reports. * Skilled in Microsoft Office products including Word, Power Point, Excel, and have the ability to learn and use new software programs. MINIMUM QUALIFICATIONS Graduate of an accredited college or university with a master's degree in Human Services, Planning, Business Administration, Public Administration, Social Work, or a related field. OR Graduate of an accredited four (4) year college or university with a bachelor's degree in Human Services, Planning, Business Administration, Public Administration, Social Work, or a related field AND have grant writing experience. A comparable amount of related training and experience may be substituted for the minimum qualifications with the exception of the minimum required bachelor's degree. Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment. SPECIAL REQUIREMENTS Must undergo a Level 2 (FDLE) screening submitted electronically before commencing work. Those obtaining this certification must maintain certification as a condition of employment. When circumstances warrant, such as a time of impending or declared disaster (i.e. hurricanes, tornados, flooding, etc.), the person filling this position will be expected to be available to participate in the Polk County Emergency Management Plan. The Emergency Management duties may require the employee to be away from their home and family for several consecutive days. This position may be required to report for work when a declaration of emergency has been declared in Polk County.
